Organizational Setting
The Department of Management (MT) provides a âplatform of servicesâ that serves as a foundation for the successful delivery of the IAEAâs scientific and technical programmes. Its mission statement is as follows\: âMT is a partner and a business enabler that champions change and efficiency, leveraging a common purposeâ. Thus, among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment and ensures that all Board documents are translated and distributed on a timely basis to Member States.
The Division of Information Technology provides support to the IAEA in the field of information and communication technology (ICT), including information systems for technical programmes and management. It is responsible for planning, developing and implementing an ICT strategy, for setting and enforcing common ICT standards throughout the Secretariat and for managing central ICT services. The IAEA's ICT infrastructure comprises state of the art hardware and software platforms in a partially decentralized environment. The Division has implemented an IT service management model based on ITIL (IT Infrastructure Library) and Prince2 (Projects in a Controlled Environment) best practices.
The Business Technology Coordination Section (BTCS) manages the implementation of the IAEA Business Technology Strategic Plan, coordinates the development of Agency ICT policies, standards and guidelines, and facilitates ICT governance across the Secretariat. BTCS also provides project and product management and information architecture services to the Division of Information Technology.
Main Purpose
Reporting to the Director of the Division of Information Technology/Chief Information Officer, the Head of the Business Technology Coordination Section takes overall responsibility\: (1) To develop, update, and lead implementation of the IAEAs business technology strategic plan; (2) To develop, maintain, manage, and implement the IAEAs information technology policy and process framework, including IT governance; (3) To lead the Division of Information Technologyâs project management office; and (4) To provide product management for certain core products.
Role
The Section Head is\: (1) a leader and manager, providing guidance and managerial support to the team, and planning human, technical and financial resources with a view to achieving efficient and effective results; (2) an adviser on IT policy and strategic plans; (3) a product manager, steering the development of IAEA-wide information products by coordinating information needs across the IAEA; and (4) a technical leader providing expertise in the information management area.

Develop, update, and lead implementation of the IAEAs business technology strategic plan.

Define, drive, and lead the implementation of plans, policies, standards, and architecture for Agency-wide management of information.

Serve as Secretariat for the IT Strategic Committee and IT Advisory Group, including organizing the agenda, vetting submissions, and following up on actions.

Lead the Division of Information Technologyâs project management office.

Manage the overall technology portfolio and serve as product manager for certain core products.

Qualifications, Experience and Language skills

Advanced university degree (or university degree and equivalent working experience) in Computer Science, Information Systems, Business Administration or a related field;

Internationally recognized certificate in IT Programme Management such as COBIT5 is desirable.

Internationally recognized certificate in IT Quality Assurance is desirable.

Internationally recognized certificate in Project Management such as PMP, Prince2 is desirable.

A minimum of 10 years' relevant working experience.

Sound knowledge of and extensive experience in best practices of ICT governance, including programme management, project management, process management, and information architecture. Knowledge of and practical experience in such frameworks as COBIT, ITIL and PRINCE 2 desirable.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $84721 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 40412, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
