Position Remarks

This fixed-term appointment is for duration of two years with a six-month probationary period, and is subject to the OPCW Staff Regulations and Interim Staff Rules, as applicable. The OPCW is a non-career organisation with limited staff tenure. The total length of service for Professional staff shall not exceed 7 years. The Director-General retains the discretion not to make any appointment to this vacancy, to make an appointment at a lower grade, or to make an appointment with a modified job description. Several vacancies may be filled.

Principal Functions

The purpose of the HR Workforce Analytics Officer post is to support data driven decision-making on OPCW’s human resources and their management and be responsible for the critical management of the HR Analytics and Data Reporting capabilities. HR analytics provides OPCW with insights for effectively managing employees so that business goals can be reached quickly and efficiently. This will be achieved through the creation of meaningful HR metrics which measure HR process efficiency and the effectiveness of HR outputs to allow for the discovery of trends and pressure points and the ability to make predictions on OPCW’s human resources and their management based on probability and evidence.

Under the supervision and guidance of the Head, Human Resources and in accordance with the OPCW Core Values of Integrity, Professionalism and Respect for Diversity/Gender Equality, the incumbent performs the following duties:

·    Provide thought leadership on the complete cycle of talent analytics, from sourcing and interviewing candidates to managing attrition and advise HR professionals and key stakeholders on meaningful HR metrics to measure the efficiency and effectiveness of OPCW’s human resources management, both by the Human Resources Branch and OPCW managers;
·    Build an HR business intelligence function at OPCW and collaborate with subject matter experts across the HR service areas (Talent management, Policy and Staff Administration) to promote data governance and stewardship, and to improve overall strategic and operational performance and insight;
·    Support the HR management team to identify business challenges and use data analysis to help influence changes to the operations, processes or programmes and make a significant contribution to the integration of HR data into business planning processes;
·    Monitoring and reporting: production of periodic staffing reports, staffing updates for the Executive Council, develop specific recommendations in response to internal and external audits and provide customized reports for various client segments;
·    Devise timely measurement processes for HR metrics, leveraging existing technology and automation as much as possible;
·    Provide up-to-date HR metrics, research and advocate internally for the constant improvement of HR metrics and analytics processes and technology;
·    Perform HR analytics, both problem-solving and predictive to answer strategic questions by HR professionals and key stakeholders;
·    Develop and further enhance benchmarking of HR related social media communication including LinkedIn, Twitter & Facebook, YouTube, etc. to support other function in HR such as sourcing and recruiting;
·    Serve as the domain expert for the HR Analytics and developing the HR data analytics function internally by providing coaching and training on use and interpretation of metrics within the HR branch and externally and by liaising with UN Interagency Working Group for HR Workforce Planning and Analytics and other interagency fora.

Knowledge and Skills

Essential:
An advanced university degree in human resources management, public or business administration, law, industrial relations, psychology, statistics, Business or HR analytics or a related field such as social sciences. A first level university degree in a related field in combination with qualifying experience (minimum 7 years) may be accepted in lieu of the advanced university degree. A relevant combination of technical qualifications and extensive professional experience (minimum 11 years) in human resource management and applicable analysis and/or reporting may be accepted in lieu of the advanced or first university degree.


Skills and Abilities (key competencies):
·    Sound knowledge of HR Analytics concepts and their practical application within modern HRM
·    Proven experience with business intelligence, data mining or OD work
·    Proficiency in using MS software and ERP systems
·    Strong analytical skills including experience in using information and statistics to inform solid analyses
·    Substantive experience in:
o    leveraging qualitative and quantitative data
o    managing and maintaining HR data and achieving high levels of data quality across multiple sources
o    designing, implementing and evaluating the use of HR in the context of a wider Organisational strategy/context
·    Excellent organisational and coordination skills
·    Demonstrable partnership and influencing skills
·    Excellent communication skills, both oral and written. Ability to listen to others and take the ideas of others into consideration
·    Ability to handle requests from multiple sources and to work effectively across teams
·    Knowledge and practical experience of effective coaching and mentoring
·    Strong attention to detail, analytical acumen, intellectual curiosity, creativity, a proven work ethic.

Experience

Essential: Minimum 5 years of relevant progressively responsible working experience in human resources, learning, organisational development, recruiting or statistics with advanced degree or 7 years with first level degree or 11 years with relevant other technical qualifications and professional experience. Demonstrated experience in HR metrics, HR analytics and in HR systems and databases including ERP systems.

Desirable: Demonstrated professional competence and success in the delivery of innovative and cost-effective service delivery and the application of training modules in a complex multicultural environment; proven skills in facilitation and presentation; Experience in working for international organisations. Experience with Google analytics or a similar web analytics service.

Languages

Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.

Salary Remarks

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and provident fund deductions) in US$ and a post adjustment. The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances. The figure quoted on the right, is based on the August 2017 rate of 39.8%
