Background Information – 10-Year Framework of Programmes on Sustainable Consumption and Production (10YFP)

The 10 Year Framework of Programmes on Sustainable Consumption and Production Patterns (10YFP), adopted by Heads of State at the United Nations Conference on Sustainable Development (Rio+20) in 2012,  is a global framework for action to accelerate the shift towards SCP in both developed and developing countries. The central role of the 10YFP in achieving the shift to SCP is affirmed by the 2030 Agenda for Sustainable Development in a standalone target (12.1)  calling for its implementation. UNEP serves as the 10YFP Secretariat. The 10YFP generates impact through multi-stakeholder programmes and partnerships, which develop, replicate and scale up SCP policies and initiatives at all levels. The 10YFP fosters knowledge and experience sharing, and facilitates access to technical and financial resources for developing countries. A key priority of the 10YFP with regards to supporting implementation of the 10YFP programmes is “to increase availability, sharing and use of knowledge on SCP”.   The 10YFP Mid-term review will take place at the end of 2017 and a number of key outputs are required by the 10YFP Board to: provide evidence of results, challenges and benefits of the 10YFP; promote the 10YFP; and define the basis for the 10YFP strategy 2018-2022.

Functional Responsibilities

Communications strategy– capturing, developing, sharing, and effectively using the key highlights and impacts of the 10YFP – will be a key determinant as to how effective the 10YFP is in achieving its vision and priorities. The delivery of an innovative and creative communication strategy for all 10YFP actors is a key contribution to the overall goals of the 10YFP. Notably, offering strategic communication guidance is part of the value that the 10YFP secretariat brings to the 10YFP programmes and actors as a whole. The communications strategist will support the 10YFP secretariat coordinator in communications activities concerning both the 10YFP secretariat and its programmes.

Under the supervision of the 10YFP secretariat coordinator, the communications strategist will have the following responsibilities:

1.  Day-to-day management of 10YFP communications and outreach:

•   Respond to Ad Hoc requests for support regarding communications products, logo use and brand visibility

•   Create and oversee engaging content for 10YFP social media platforms

•   Comprehensive and on-going analysis of the SCP landscape and locating entry points for the 10YFP

•   Offering the communications lens to other 10YFp projects that have a branding or visibility component

•   Send out Monthly Update with key 10YFP highlights

•   Liaise with the 10YFP knowledge management specialist and data analyst to ensure all components are working together to increase 10YFP visibility

•   Manage mailing lists for all outreach activities through OVH tool

•   Monitor all press picks up and provide analytics of communication product impact (ie: social media analytics)

•   Communicate with UNEP regional offices and ensure global visibility whenever possible

•   Develop a media list and build relationships with key media members

•   Build a multimedia library that catalogues compelling visual media from projects on the ground

2.  Support the creation of original communications products in line with funding availability:

•   Create and/or guide original communications products including (but not limited to)  videos, posters, presentations, interviews, speeches, publications, brochures, infographics, contests, press releases, op-eds, media advisories, web features, events and exhibits

•   Create a Press Kit and accompanying set of guidelines that can be tailored to specific events, fora or meetings

•   Work with the Clearinghouse to ensure all products have a virtual home that creates institutionalized memory

3.  Design and deliver communications training for the 10YFP Secretariat and Programme Coordination Desks:

•   Create original communications workshops with relevant material, tailor made to the needs of both the Secretariat

•   Conduct regular training sessions with original workshop material

•   Support the 10YFP programmes in the creation of their own portfolio of communications products, using each step as a learning opportunity

•   Create standardized templates for reference whenever possible

•   Plan and undertake training or awareness rising on communications theory, media training and public presentation skills

4.  Develop a branding overhaul and update the existing communications strategy

•   Lead discussions and research towards a new programme name, logo and tagline

•   Support the development of a revised global SCP narrative voice

•   Update the existing communications strategy to reflect new elements that define the 10YFP brand and voice

•   Implement the revised communications strategy with targeted tools

•   Represent the 10YFP Secretariat as requested (event booth management, presentations on SCP awareness, etc.)

5.  Design a Global SCP Campaign

•   Map current campaigns in the SCP and Resource Efficiency context and look for good practices and lessons learned

•   Lead efforts to find partners for collaboration, both within the partner network and in other areas

•   Develop an original campaign that integrates major visibility opportunities for the 10YFP (HLPF 2018, Mid-Term Review Report, UNEA, etc.)

•   Execute the campaign in line with funding availability 

Monitoring and Progress Controls

  • Monthly Update with key 10YFP highlights
  • New and original communications products developed or guided
  • Communications training delivered
  • Proposal for branding overhaul, including new programme name, logo and tagline
  • Global SCP Campaign designed 

Functional competencies

•           Communication Theory– familiarity with leading international approaches to information dissemination, preferably including those related to SCP.

•           Communication – Ability to effectively package, develop and communicate information to a wide audience of diverse stakeholders

•           Project Management – Experience working with and coordinating internal and external partners in order to effectively gather, harmonize and utilize information relevant to different projects

•           Experience working with diverse international stakeholders to organize, catalogue, and disseminate their activities is desirable

•           Excellent inter-personal and communication skills.

•           Flexibility and adaptability to work under pressure and meet specific deadlines is an asset

•           Ability to work in a multicultural environment

Experience

Essential:
  • Minimum 5 years of relevant experience in communications, marketing, journalism or relevant field is required.
Desirable:
  • Experience in the field of communication as it relates to SCP
  •  Experience working in a UN.

Education

  • Minimum advanced university degree (master’s or equivalent) in communications, public information or related field is required.
  • A combination of a first university degree (bachelor’s or equivalent) in the above subject areas with an additional 2 years of relevant work experience may be accepted in lieu of the education requirements outlined above.

Languages

  • Fluency in oral and written English is required.
  • Knowledge of another official United Nations language is an advantage.

Contract type, level and duration

Contract type: Individual Contractor Agreement (ICA)
Contract level: International ICA Level 2
Contract Duration: 5½ months with the possibility of extension subject to satisfactory performance and funding availability.
