Organizational Setting

 

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

 

The Department of Safeguards consists of six Divisions\: three Operations Divisions\: A, B and C, for the implementation of verification activities around the world; three Technical Divisions\: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices\: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

 

The Division of Concepts and Planning is responsible for strategic planning, the development and promotion of safeguards concepts and policy, the coordination of research and development activities, the implementation of the quality management system of the Department, and the provision and development of training.

The Section for Concepts and Approaches is one of four sections in the Division of Concepts and Planning and is responsible for developing new safeguards concepts, approaches and methods to address developments in the nuclear fuel cycle and safeguards technology; and supporting the political, legal and economic framework of safeguards. The Section organizes technical meetings with representatives from Member States and provides a wide range of support to the Operations Divisions in addressing safeguards implementation issues.


 

Main Purpose

In order to facilitate the final review process of Subsidiary Arrangements (general part) and Facility Attachments by ensuring all relevant information is complete and of the highest quality possible prior to review, a consultant, as a member of the team led by the Section Head, is required,  as a one-time exercise,  to review and revise the Subsidiary Arrangements (general part) model formats with and without additional protocol as well as the model Facility Attachments of the different types of nuclear facilities and locations outside facilities (LOF), and provide training on the preparation and finalization of Subsidiary Arrangements (general part) and Facility Attachments  for nuclear facilities and locations outside facilities (LOF). 


 

Functions / Key Results Expected

In consultation, as needed, with the Office of Legal Affairs, Safeguards Operation Divisions, the Training Section and the Process Design Section, the consultant shall\:

  • develop, review, revise, document the changes to, and  gain endorsement  and ensure dissemination of newly revised versions of the Subsidiary Arrangements (general part) as well as Facility Attachments and locations outside facilities (LOF);
  • design training materials and act as the lead instructor in training events to train country officers, chairs of State Evaluation Groups (SEGs), site and facility officers, as well as the support staff responsible for preparing and updating the above documents;
  • draft and obtain endorsement of a formal procedure for the correct preparation of the above documents to ensure a quality product prior to the final review of these documents.

Qualifications and Experience

  • Advanced university degree in nuclear or other engineering, physical science, mathematics, or a safeguards related discipline.

  • Minimum seven years of experience working in the field of nuclear safeguards, particularly in the preparation of subsidiary arrangements and relevant facility attachments. 

  • Equivalent experience in nuclear fuel cycle industry, regulations or research, an asset.

  • Sound knowledge of international nuclear safeguards as well as nuclear materials accountancy.

  • Demonstrated experience in leading training activities.


 

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 357, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
