Background Information - Myanmar

Myanmar is one of UNOPS leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Three Millennium Development Goal Fund (3MDG), the Livelihood and Food Security Trust Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS Myanmar is Principal Recipient for the Global Fund to Fight AIDS, Tuberculosis and Malaria in Myanmar and Cambodia, and for the Global Fund¹s Regional Artemisinin-resistance Initiative targeting drug resistant malaria in the Greater Mekong sub-region. UNOPS provides procurement, infrastructure and project management services to a wide range of organizations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. UNOPS Myanmar plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness.

UNOPS Myanmar develops, supports and oversees a portfolio of programmes and projects in Myanmar which focus on post-disaster recovery, health programmes and food security. UNOPS Myanmar ensures that synergies between programmes and projects are effectively developed. UNOPS is also expanding its infrastructure and procurement services in Myanmar.

The UNOPS Myanmar portfolio currently includes fund management of the multi-donor Three Millennium Development Goals Fund (3MDG) and the Livelihoods and Food Security Trust Fund (LIFT). In addition, UNOPS is the Principal Recipient of the Global Fund to Fight AIDS, Tuberculosis and Malaria grants to Myanmar (PR-GFATM).

UNOPS Myanmar plays a critical role in ensuring quality services to UNOPS' partners that meet stringent requirements of speed, efficiency and cost effectiveness. It is also responsible for liaison with Government counterparts, Donors and UN Agencies.

In February 2009, the UNOPS Myanmar was selected by the Myanmar Country Coordination Mechanism for the Global Fund to Fight AIDS, Tuberculosis and Malaria as one of two Principal Recipients of GFATM grants for Myanmar. The implementation of the grants has commenced in January 2011.

In August 2013, the UNOPS Myanmar was selected by the Regional Steering Committee for the Artemisinin Resistence Containment Initiative for the Global Fund to Fight AIDS, Tuberculosis and Malaria as Regional Principal Recipients of GFATM regional grant for Greater Mekong Subregion (Cambodia, Laos, Myanmar, Thailand and Vietnam). The implementation of the grant has commenced since January 2014.

Functional Responsibilities

Under the direct supervision of the Finance Officer (Reporting) and the overall direction of the Senior Finance Officer-Reporting, the Finance Assistant (Reporting) shall be responsible for
performing the following duties:

  • Continuous analysis and monitoring of the financial situation of the Principle Recipient PR for GFATM Projects, including monitoring of budgets.
  • Support financial oversight mechanisms and internal control systems.
  • Compliance of financial activities and financial reporting with UNOPS financial regulations and rules.
  • Monitoring of financial exception reports for unusual activities, transactions and investigation of any anomalies.
  • Preparation of Enhanced Financial Report and expenditure reports as prescribed by the Global Fund (GF) from time to time.
  • Preparation of Disbursement Request for all sub-recipients (SRs) when SRs submit the quarterly disbursement Request
  • Preparation of cash balances summary reports for all GF projects and support to Finance officer for appropriate action is taken for all the cash deficits projects;
  • Review SRs'  financial reports and record the  liquidation of SRs' expenditures in the GL on a regular basic and ensure that transactions are properly posted in oU System
  • Prepare reconciliation report between UNOPS financial statement and financial report to donor as per guidance of supervisors
  • Support to supervisors in the preparation of Progress Update Disbursement and effective financial reporting
  •  Extract and review assets and operational advances in GL/Detail Expenditure Report and working closely with the relevant  focal points and responsible staff from Finance team to ensure that the assets/inventory and operational advances records  are properly prepared and reconciled with the General Ledger.
  •  Assistance to Supervisors with oneUNOPS reporting and analysis 
  • Follow up with respective project personnel and finance personnel on fund disbursement process
  • Assist in providing clarification and responses to queries and observations of auditors (both internal and external)
  • Communication with colleagues/clients on areas requiring verification, corrections, additional information, etc. to improve quality of output and/or account submission and increase knowledge base in the process.  
  • Make sure that all financial reports and supporting documents are systematically  archived  and filing
  • Contribute to knowledge networks and communities of practice.
  • Synthesis of lessons learnt and best practices in Finance and reporting
  • Perform any other relevant duties as required.
  • The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN security Management System and that of UNOPS.

Education/Experience/Language requirements

a. Education   
  • Secondary education diploma or equivalent is required. Diploma or certification in finance-related subjects or business administration is essential. A University degree (preferably in finance, accounting, business administration or related area) is an asset

b. Work Experience   

  • Minimum 5 years of progressively responsible finance experience with a national or international organization in providing financial management services is required.
  • Previous successful involvement in a similar position with the UN system would be an asset. 
  • Previous working experience with ERP (Agresso) would be an asset. 
  • Strong knowledge of general accounting principles and best practices required. 
  • Good knowledge of international and/or UN/UNOPS financial regulations and rules and accounting practices.

c. Language

  • Intermediate level in written and oral English and Fluency in Myanmar language is required
