UNICEF's Global Shared Services Centre (GSSC) in Budapest, Hungary supports UNICEF operations globally in the areas of Finance, Human Resources, Payroll and Information Technology. UNICEF Global Shared Services Centre Operations Section is seeking a Human Resources Assistant to support the coordination of recruitment and provide staff administration support services for the centre. This role will ensure accurate and timely implementation of recruitment while promoting a client-based, quality and results orientated approach in line with UNICEF HR rules and regulations.

How can you make a difference?

UNICEF Global Shared Services Centre Operations Section is seeking a Human Resources Assistant to support the coordination of recruitment and provide staff administration support services for the centre.  This role will ensure accurate and timely implementation of recruitment while promoting a client-based, quality and results orientated approach in line with UNICEF HR rules and regulations. 

This will involve:

1. Recruitment and Placement Support
• Under supervision of HR Officer, coordinates and ensures timely monitoring through lifecycle of recruitment process.  
• Drafts accurate and engaging advertisements for vacancies in talent management system. 
• Ensures timely and efficient screening of applications, verifying qualifications, post requirements, work permits and eligibility to apply.
• Schedules and coordinates written tests, open days and interviews.  Serves as secretary on interview panels and drafts official selection panel report.
• Prepares complete documentation of recruitment process and ensures accurate archives, audit records and talent management system documentation.
• Coordinates with hiring managers to ensure timely action.  Provides guidance on recruitment process and applicable rules and regulations to ensure objective and transparent recruitment.
• Engages with candidates on the status of the recruitment throughout process.  Issues formal notification at completion of process.
• Provides regular reports on status of recruitments, vacancies and key performance indicators. Compiles data and information on recruitment trends and demographic data for trend analysis and suggestions for process improvement.

2. Talent Management and Outreach
• Maintains and updates talent group rosters.  Liaises with candidates in roster to ensure engagement and up-to-date roster status.
• Schedules recruitment campaigns, career events, and fairs, coordinating logistical arrangements.  Represents the centre in career events on ad hoc basis.
• Prepares and organizes distribution of outreach materials.  Maintains relationships with outreach vendors.

3. Staff Administration Support
• In coordination other HR Assistant, provides staff administration support to the office.
• Maintains accurate time, attendance and overtime records for centre.  Prepares monthly reports to review record accuracy and facilitate trend analysis.
• Supports contract management.  Coordinates with hiring managers to ensure timely action on upcoming contract extensions and separations.  Supports staff members to complete necessary actions for extension and separations.
• Provides client service to staff members, advising on staff entitlements, attendance, medical insurance, staff well-being and other queries. Coordinates Induction sessions with new staff members.

4. Learning and Development Support
• Coordinates scheduling, registration and set-up for learning opportunities, including workshops, webex presentations, trainings, and lunch and learn sessions.
• Provides other administrative support to learning events on ad hoc basis.

5. Support to Chief of Human Resources
• Provide overall administrative support to Chief, Human Resources.
• Coordinate on human resources issues and sensitive cases.

6. Other duties as required
• Provide overall support to the HR Team.
• Complete special projects and other duties as required.

As an advocate for every child, you will have…

• Completion of secondary education is required.   University courses in Human Resources, Business Administration or related fields are preferred.
• Intermediate knowledge in Microsoft Word, Excel and PowerPoint are required.
• A minimum of 6 years of progressively responsible work experience in Human Resources, recruitment and related administrative support is required. A completed university degree from an accredited institution will be counted toward the minimum work experience requirements.
• Ability to deal with confidential and sensitive communication and information is required.
• Ability to organize and prioritize is required.
• Work experience in a shared service centre context is an asset.
• Work experience with a development organization or the United Nations is an asset. 
• Fluency in English (verbal and written) is required.
• Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is an asset.
• Non - Hungarian citizens must be in possession of a work permit or be nationals of EU countries.   General Service (GS) staff are locally recruited staff and therefore, candidates are personally responsible for any travel and accommodation arrangements. UNICEF does not facilitate MFA accreditation for locally recruited staff.
