Profiling Coordinator in Rakhine State

CONTEXT 
In 2012, waves of inter-communal violence swept through Rakhine State causing the primary displacement of an estimated 110,000 persons. Over the subsequent years, a secondary displacement of an approximated 30,000 has added to the humanitarian needs found in camps, as well as their surrounding host communities. 
 
The CCCM Cluster, co-led by the Danish Refugee Council and UNHCR, and with the support of the international community and Government, has recently completed a successful profiling exercise for camps in Sittwe Township, where the bulk of displaced individuals and host community members reside.  Prior to this process, for contextual and capacity reasons, the international community had never implemented a rigorous data collection process or profiling for the camp population. The recently completed profiling provides an evidence base for advocacy and future program design.  
 
DRC and the CCCM Cluster have received support from the Joint IDP Profiling Service[1] (JIPS) throughout the process, which will continue during a second round of profiling that will cover the remaining camps in Central Rakhine; in Pauktaw, Rathedaung, Myebon and Kyauktaw Townships. 

 
PROFILING OBJECTIVES 
The profiling exercise seeks to provide an evidence-base to inform a comprehensive response and the search for solutions to the displacement situation, including elements for coordinated advocacy and response, by: 
 
Providing an update of IDP population figures, based on anonymous data, disaggregated by age, sex, location, place of origin and diversity; 
Analysing the internal displacement history of target populations; 
Analysing the current situation of target populations including their socio-economic situation, living conditions and protection concerns; 
Understanding the vulnerabilities, capacities, coping mechanisms and future intentions/perceptions of target populations regarding possible solutions. 
Providing a dataset available to the humanitarian and development community 
 
The profiling objectives will be achieved through a camp-by-camp[2] comparative analysis between IDPs in camps and residents of host villages in Pauktaw, Rathedaung, Myebon and Kyauktaw Townships.  
 
The profiling will be a collaborative process that will involve a wide array of different actors. In order to conduct this work in the most efficient way, to pool resources and to ensure consensus around its final results and recommendations, a Profiling Coordination Structure has been established for the Sittwe Township profiling project and it is expected that this will remain active for the expansion to Pauktaw, Rathedaung, Myebon and Kyauktaw. The Profiling Coordination Structure consists of a Technical Working Group (TWIG) and Advisory Group, through the InterCluster Coordination Group. The TWIG will work in close collaboration with the Profiling Coordinator, who will be responsible for leading the practical implementation of the exercise. 
 
A methodology, including themes and indicators as well as tools for the initial exercise in Sittwe Township were developed and will need to be updated and amended to reflect the contextual and operational needs of the expansion and lessons learned from the first round. Implementation of the profiling exercise is planned for the second half of 2017 and early 2018, and therefore the TWIG is recruiting a Profiling Coordinator in order to oversee the finalisation of methodology and tools as well as the implementation of the profiling exercise. It is expected that many of the tools developed for the Sittwe Township profiling exercise will be used for the expansion, with minor adjustments made to reflect lessons learned or operational and contextual differences. This will ensure that comparative data is collected across both projects.  
 
ROLES AND RESPONSIBILITIES  
As the lead of the profiling exercise, the Profiling Coordinator is responsible for managing implementation of the collaborative process, with a particular focus on the planning and preparation, data collection and analysis phases. Specifically, s/he will:  
  • Maintain an effective coordination platform for the profiling exercise, e.g. prepare TWIG coordination meetings and support preparation for Advisory Group/ICCG coordination meetings; 
  • Ensure the effective management of the profiling project, including respect of project objectives, time frames and budget; 
  • Oversee/lead the finalisation of the draft methodology and tools of the profiling project (including both quantitative and qualitative methods) and facilitate (or co-facilitate) a methodology/ tool finalisation workshop with TWIG members in order to launch the profiling exercise; 
  • Analyse available information sources, gathered through a secondary data review, to inform/complement profiling methodology and tools.  
  • Oversee the set-up and implementation of Mobile Data Collection tools 
  • Facilitate/lead the piloting phase including the subsequent revision of tools;  
  • Facilitate recruitment and training of enumerators, team leaders and data processing staff and the development of training materials, under a capacity building lens; 
  • Oversee the implementation of the enumeration and sample-based household survey data collection phase of the profiling exercise; 
  • Oversee the implementation of the qualitative data collection phase of the profiling exercise (FGDs or other methods as deemed appropriate); 
  • Oversee the data cleaning and processing phase of the exercise; 
  • Troubleshoot problems arising during the project to ensure that project objectives are reached; 
  • Lead the data analysis phase and the drafting of the profiling report including key findings and recommendations, with support from the profiling Technical Working Group and JIPS; 
  • Facilitate (or co-facilitate) a data analysis and validation workshop;  
  • Develop a dissemination strategy for the final report amongst key stakeholders; host feedback and dissemination workshops for stakeholders including clusters, government and camp residents. 
  • Any other duties as required to ensure successful completion of the profiling exercise. 
TIMEFRAME 
Building upon work of the Profiling Management Group and JIPS, implementation of the profiling exercise is planned to take place towards the end of 2017 and early 2018. A draft work-plan has been developed and needs to be refined. 
 
 
REPORTING LINES 
The Profiling Coordinator will report to the DRC Program Manager for Rakhine State, and work closely in conjunction with the CCCM Cluster Coordinator in Sittwe in carrying out the terms of their contract. JIPS will provide technical support to the Profiling Coordinator throughout the deployment including a briefing – as needed – at the start of the deployment. If needed, JIPS will also join the Profiling Coordinator through missions, for example to support the methodology finalisation and data analysis/recommendations workshops. 
 
 
DELIVERABLES 
By the end of the Profiling exercise the Profiling Coordinator should present a final dataset and report including agreed upon, evidence-based recommendations. 
 
SKILLS AND QUALIFICATIONS 
The following skills are required to fulfil the position of Profiling Coordinator:  
  • University degree in human/social/political sciences, law, development studies, or other similar subject or equivalent experience. 
  • 3-5 years of progressively responsible work experience, including experience on an international level. 
  • Good qualitative and quantitative research skills. 
  • Practical experience in survey design and methodology and data management. 
  • Practical experience in applied statistics. 
  • Experience in usage of office software; experience in SPSS or other statistical software is an advantage. 
  • Practical experience in qualitative data collection, including focus groups discussions. 
  • Practical experience using mobile data collection software, such as Kobo or ODK 
  • Good analytical skills and ability to understand and apply complex socio-cultural contexts to collected data. 
  • Good organizational and management skills. 
  • Good interpersonal and cross-cultural communication skills.   
  • Good understanding of training techniques. 
  • Demonstrated leadership, facilitation and group working skills, with the ability to establish good working relations with UN agencies, international and local NGOs, central and local authorities as well as local communities. 
  • Excellent relevant language skills, including excellent drafting skills.   
  • Experience in working in IDP situations. 
  • Experience on the Rakhine context is an advantage. 
  • Experience working with the UN as well as knowledge of the Cluster Approach is an advantage. 
WE OFFER 
DRC will offer the successful applicant a 6-month contract with the possibility of extension, dependent on project progress. Envisaged start date is 1st  October 2017. Rakhine is eligible for a location adjustment to salary and R&R according to DRC terms of employment level C.
