Myanmar is one of UNOPS leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Three Millennium Development Goal Fund (3MDG), the Livelihood and Food Security Trust Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS Myanmar is Principal Recipient for the Global Fund to Fight AIDS, Tuberculosis and Malaria in Myanmar and Cambodia, and for the Global Fund¹s Regional Artemisinin-resistance Initiative targeting drug resistant malaria in the Greater Mekong sub-region. UNOPS provides procurement, infrastructure and project management services to a wide range of organizations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. Functional Responsibilities

Under the direct supervision of the Finance Officer, Managed Cash Flow and the overall direction of the Financial Management Officer, the Finance Assistant shall be responsible for performing the following duties:

•  Strong understanding of the quarterly approved Work plan in order to provide a necessary guidance to Field staff for effective disbursement for National Programme’s activities;

•  Ensure sufficient funds at the field location by facilitating for the request for Operational Advance replenishment in a timely manner;

•  Ensure full settlement of Operational Advances for each Operational Advance Custodian within 90 days from the date of its receipt;

•  Reconcile the balance funds available in hand of each Field staff with the balance shown in the control register meant for recording Operational Advances;

•  Analyze the Settlement of operational advances and prepare operational advances control status on a daily basis

•  Closely collaborative and monitoring with responsible Field staff to support the required information or informing them of operational matters which need a resolution;

•  Liaise with programme officers and Finance Officers of the PR and National Programme to solve any difficulties at the field

•  Logs all incoming/outgoing transactions

•  Check documentation to ensure certification of services rendered/goods delivered is written on the payment document and duly signed by authorized staff;

•  Prepare all the relevant supporting documentation for the Finance Officer to issue payment vouchers

•  Ensures that financial records are properly maintained

•  Verify financial documents submitted by FFA for completeness of information in conformity with UNOPS financial rules and regulations and process payment vouchers in the system.  Check all the relevant supporting documents from outside suppliers, miscellaneous contracts, travel claims and advances, operational advance requests and claims are in compliance with the terms and conditions of agreement to precede payments.

•  Examines client queries and provides explanations, addressing the supervisor in disputed,  complex or unusual cases;

•  Maintains the unit’s filing system according to UNOPS procedures;

•  Travelling to field site if necessary

•  Assist to Finance Officer for the preparation of audit queries.

•  Performs other duties assigned by the supervisor (s).


3. Monitoring and Progress Controls
  • Process work and related follow-up accurately, efficiently and timely while ensuring compliance with UNOPS financial regulations and rules. Use own discretion to address unforeseen challenges and situations, seeking advice from and/or reporting directly to the Financial Management Officer when required.

4. Final Product

  • Efficient and effective cash management including efficient and effective implementation of cash flow mechanisms, ensuring compliance with the managed cash-flow policy and other guidelines from GFATM.

    Education

    • University degree is required preferably in finance, accounting, business administration and/ or related area.

    Experience

    •  Minimum of 1 year experience in finance, accounting, business administration and/or related fields is required.

    •  Knowledge of UN or UNOPS financial regulations and rules will be considered as an asset.

    •  Experience within the UN system is an advantage.

    Languages

    • Intermediate level in written and oral English and Fluency in Myanmar language is required.
