Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.


The Department of Safeguards consists of six Divisions\: three Operations Divisions\: A, B and C, for the implementation of verification activities around the world; three Technical Divisions\: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices\: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. The departmental operating environment is interactive, participative and dynamic with continuous inputs received from the Board of Governors, the General Conference, policy- and decision-makers, as well as counterparts in Member States and in the international development community.


The Infrastructure Section is responsible for providing secure, reliable, and dependable computing, collaboration, database and communications services to the Department of Safeguards. The Infrastructure Section cooperates with other Sections and Divisions in the Department of Safeguards to deliver IT services at a very high standard. The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. Within the Department of Safeguards, the Office of Information and Communication Systems (SGIS) is the centre of competence for the specification, development and maintenance of Information and Communication Technology (ICT) systems and for the management of all ICT infrastructure and services to support safeguards. In partnership with other organizational entities, SGIS is responsible for planning and implementing an ICT strategy as well as enforcing ICT standards.

The Infrastructure Section is responsible for providing secure, reliable, and dependable computing, collaboration, database and communications services to the Department of Safeguards. The Infrastructure Section cooperates with other Sections and Divisions in the Department of Safeguards to deliver IT services at a very high standard.


Main Purpose

The Information Systems Team is responsible for the physical implementation of the Safeguards enterprise data model, data migration and database design. Reporting to the team leader, the database administrator ensures high availability of SG data assets, plays a key role in the design, implementation and management of database management systems and enterprise content management infrastructure which are the foundation of the single authoritative source of Safeguards information.



Role

The Database Administrator is\: (a) a technical specialist, functioning in a database and document management specialist role, (b) a solution provider, troubleshooting and fixing technical issues on multiple computer platforms; and (c) a project team member, working together with analysts, developers, and network and security engineers in the design, engineering, and deployment of secure and reliable systems. The role also contributes directly as a resource on multiple projects as part of the Modernisation of Safeguards Information Technology project, which aims to build a collaborative, secure, and efficient IT system that is a strategic enabler for Safeguards implementation.



Functions / Key Results Expected

- Provide implementation and maintenance for the Department’s database management systems.
- Ensure that all data access from diverse sources follows relevant information security policies, guidelines and practices, and that access rights are strictly enforced.
- Provide assistance to software developers by creating new and/or modifying existing test systems, including the maintenance of consistency across development, test and production environments.
- Implement clustering, replication and other high availability measures.
- Create, configure and monitoring of Extract Transform Load (ETL) jobs.
- Monitor and manage database backups.
- Perform and test database restorations as required.
- Monitor the performance of the databases and apply corrective tuning measures and trouble-shooting as required.
- Review data volume estimates to ensure sufficient capacity, manage database files, monitor storage space on servers, and take corrective action when required.
- Prepare for, test and install new releases of software, and apply software upgrades and patches, and database changes as per change management processes.
- Participate in data integration projects and serve as project manager if required.
- Create and maintain documentation for established and new procedures, system configurations, etc.
- Ensure that all tasks assigned are carried out in accordance with established quality procedures and guidelines.

Qualifications, Experience and Language skills

- Bachelor's Degree - University degree in information technology, computer science or related field.

 

- Minimum two years of relevant working experience in the design, development and administration of relational database systems.

- Proven experience in relational database system administration; preferably SQL Server.

- Experience integrating relational database systems with various data sources such as spread sheets, SAS, MS Access, mainframe systems other relational database systems.

- Experience with relational database system availability technologies such as database replication, mirroring, log shipping and fail-over clustering.


- Experience with the automation of administrative tasks and scripting.

- Good knowledge and experience in database capacity planning and scaling.

- Experience in data warehouse systems, SQL reporting services, document management and data migration tools desirable.

- Experience using document management systems such as Livelink is beneficial.

- Experience with Oracle administration is a benefit.

- Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.


Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $46026 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 21954, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
