Background

Iran hosts one of the largest protracted refugee populations and one of the largest urban refugee populations in the world. According to Bureau for Aliens and Foreign Immigrants Affairs (BAFIA), there are approximately 950,000 Afghan and 28,000 Iraqi refugees, currently residing in Iran. There are further 1.5 to 2 million undocumented Afghan nationals living in the country.

At present there are two Afghan settlements located in Kerman province, namely in Bardsir and Rafsanjan.

 

Bardsir Settlement is located out of Bardsir town, 80 Km from the city of Kerman and it was established over 3 decades ago as a formal refugee settlement. According to available data the total population of the settlement is around 3,000 individuals.

At present there is one Sewage Treatment Plant (STP) with the capacity of 400m3/day functioning in the settlement which has been recently repaired by NRC.

 

Rafsanjan Settlement is located some 105 Km from the city of Kerman and it was established over 3 decades ago as a formal refugee settlement. According to available data the total population of the settlement is around 5,000 individuals. An STP with the capacity of 90 m3/day has been provided by NRC aiming to serve the entire settlement.

 

 

Scope of work

This Terms of Reference (ToR) provides an outline of the “Integrated Humanitarian Response to Protracted Afghan Displacement in Iran”.

The study will focus on the following main areas:

1. Bardsir Settlement

• Surveying and preparation of topographic maps with necessary coordinates linked to facilities at project site, including residential, commercial, administrative, and other areas. The maps should be in Auto-Cad format (useable and transferable on surveying cameras).
• Preparation of all executive blueprints of existing sewage collection network including: primary & secondary networks, diameter of pipes (based on hydraulic analysis), type of pipes (preferably polyethylene), connections, manholes, ventilation etc.
• Preparation of all executive blueprints for new sewage network development plan including: primary & secondary networks, diameter of pipes (based on hydraulic analysis), type of pipes, connections, manholes, ventilation etc.
• Estimation of total cost of operations and connection of network to the existing STP (based on Official Price List, related to year 1396).
• Preparation of a time plan of different stages of the project.

• برآوردحجم و هزینه کل مربوط به مراحل عملیات اجرایی و اتصال شبکه به تصفیه خانه فاضلاب موجود (بر اساس فهرست بها 96)
• تهیه برنامه زمانبندی مراحل مختلف عملیات اجرایی طرح

   

1. Rafsanjan Settlement

• Surveying and preparation of topographic maps with necessary coordinates linked to facilities at project site, including residential, commercial, administrative, and other areas. The maps should be in Auto-Cad format (useable and transferable on surveying cameras during the operation).
• Adjustments of volume of generated sewage and wasted water in the settlement comparing to the capacity of the STP currently in the place and analyse of needs for any additional STP.
• Preparation of all executive blueprints of sewage collection network including: primary & secondary networks, diameter of pipes (based on hydraulic analysis), type of pipes (preferably polyethylene), connections, manholes, ventilation etc.
• Estimation of total cost (based on Official Price List, related to year 1396).

 

شرح خدمات طراحی شبکه جمع آوری و انتقال فاضلاب مهمانشهر رفسنجان

• نقشه برداری و تهیه نقشه های توپوگرافی مختصات دار به طریق زمینی از کل مجموعه مهمانشهر شامل بخش های مسکونی ، تجاری، اداری و سایر بخشهای محوطه و ارائه نقشه در قالب نرم افزار اتوکد (قابل استفاده و انتقال بر روی دوربین های نقشه برداری در زمان اجرا)
• انطباق حجم فاضلاب تولیدی مهمانشهر با ظرفیت پکیج تصفیه فاضلاب موجود و بررسی نیاز احتمالی اضافه کردن یک سیستم تصفیه دیگر در صورت لزوم

• تهیه کامل نقشه های اجرایی شبکه جمع آوری فاضلاب مهمانشهر شامل شبکه های اصلی و فرعی ، قطر لوله ها (برمبنای محاسبات هیدرولیکی) ، نوع لوله های مورد نیاز(ترجیحا پلی اتیلن)، اتصالات ، دریچه های بازدید و تهویه و ...

• برآوردحجم و هزینه کل مربوط به مراحل عملیات اجرایی طرح (بر اساس فهارس بها 96)

 

 

Deliverables and Deadlines

The following main deliverables will be developed:

Scope and Methodology

The ToR will be finalized by the consultant in agreement with Country Office.

The consultant will work in collaboration with the NRC Iran, Head of Programme or Programme Development Manager, Shelter & WASH Coordinators, South Iran Area Manager, and external actors, as appropriate.

All discussions and recommendations will be in accordance with NRC’s existing policies and frameworks.

 

Consultants’ Qualifications:

The consultant has provided services under at least 5 projects in the field of preparation of designs, technical specifications, and bill of quantity and schedule of price for sanitation and construction of waste water treatment facilities out of which at least 2 project for small size and low cost wastewater treatment facilities.

Language of the Contract:

The language of the specific contract will be both Farsi and English. Language of the consultancy report is Farsi.

Interview dates: Between 16 and 20 August 2017.

• Cover letter: stating candidate skill and experience suitable for the consultancy (max 1 page)
• Outline of the consultancy approach and methods, proposed time-frame, work plan and budget (max 3 pages).
• CV of proposed individual/s and one piece of evidence of similar studies carried out previously.
