Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context:
Nature of consultancy
The consultancy will be performed in the context of the project “Support to the Eastern Partnership Panel on Migration and Asylum”. The consultancy should result in 1) development of a step-by-step Manual about how to organize and manage meetings under the Eastern Partnership Panel on Migration and Asylum (hereafter the “EAPPMA” or “Panel”), and 2) design and moderation of one-day training session for the EaPPMA National Focal Points (NFPs) on how to organize and manage Panel meetings. The training session will be delivered based on the Manual developed under point 1).
Objective
The overall objective of the consultancy is to enhance the capacities of NFPs – representatives of Eastern Partnership states - in organizing Eastern Partnership Panel on Migration and Asylum (EaPPMA) meetings. The consultancy in turn will result in an enhanced quality of the Panel meetings. The overall objective will be achieved in two stages as follows. The objective of the first stage of this assignment is to prepare in close coordination with IOM a detailed step-by-step Manual for the NFPs covering all aspects of the organization and management of Panel meetings. The objective of the second stage of this assignment is to design and conduct the one-day training for the NFPs on the event organization based on the guide prepared, on a date and place defined by IOM.
The direct beneficiaries of the training session are the NFPs (up to 12 people) from the Eastern Partnership countries (Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine). The NFPs represent the respective state authorities (e.g. migration authorities, ministry of interior, ministry of foreign affairs) and are those directly involved in the organization of the events when their countries host the Panel meetings.
Core Functions / Responsibilities:
The successful candidate will be responsible for:
1. Drafting, in close coordination with and based on materials/information provided by IOM, a Page 1 / 4detailed step-by-step Manual for the NFPs as a reference material to support them while planning, organizing and managing the Panel meetings. That should include, in particular, the stages of the preparatory process; roles and responsibilities of parties; the arrangements which have to be done in the hosting country; suggestions on how to design a balanced agenda and how to identify suitable speakers; and other aspects as requested by IOM. The Manual shall include both general logistics requirements to the event organization as well as specific requirements related to the Panel functioning. The template of checklist for meeting preparation shall constitute a part of the Manual. The Manual should be in a format appropriate for publication (arranged by IOM).
2. Developing a training methodology, concept, programme, content and materials necessary for organizing one-day training session for the NFPs on the meeting organization and management.
3. Conducting one-day training session for the NFPs on the meeting organization and management based on the Manual, on a date and place coordinated by IOM.
4. Providing a report on the training session conducted which should include methodology, training tools and materials as well as the pre- and post- training evaluation results. Tangible and measurable outputs of the assignment:
1. Draft detailed step-by-step Manual for the NFPs on the organization and management of Panel meetings is prepared in accordance with requirements of this ToR and presented to IOM and the European Commission for approval.
2. Training methodology, programme, materials and content are prepared and submitted to IOM for approval in a timely manner.
3. The one-day training session for the NFPs on the Panel meeting organization and management is conducted on date and place coordinated by IOM.
3. The report on the training, including methodology, training tools and materials as well as the pre- and post- training evaluation results reflecting its effectiveness and the acquired knowledge and skills by the participants, is prepared and submitted to IOM within two (2) weeks upon training.
4. The step-by-step Manual shall be prepared in English with further translation into English. The language of training, all training materials, as well as report shall be English. Required Qualifications and Experience:
Education
• Minimum Bachelor’s Degree (preferably in psychology, social sciences, communications or related field) with at least three years of relevant work experience including demonstrated experience in event management as well as in designing and moderating trainings. Experience
• Proven experience as an event manager, coach or trainer
• Experience in drafting guidelines and training materials

• Experience in working with governmental institutions
• Strong inter-personal skills demonstrated by the ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity

Languages
Fluency in English is required. Fluency in Russian is an asset.
