Context:

Under the overall supervision of the Programme Manager ((Migrant Resource and Response Mechanism (MRRM)), the administrative supervision of the Head of Sub-Office in Agadez, and the direct supervision of the Protection Officer in Niamey, the successful candidate will be responsible and accountable for providing assistance in the implementation, monitoring and development of the protection and vulnerable migrants assistance activities in the transit centre of Agadez. Activities will be carried out in coordination with the United Nations, coordinated humanitarian strategies and government counterparts. S/he will be responsible and accountable for contributing technical inputs for the development and promotion of IOM's migrant assistance strategy in the Agadez region.

Core Functions / Responsibilities:

1. Carry out assessments of protection needs, identify problems/gaps and propose/prioritise timely practical actions to respond to particular protection problems related to the migrants transiting by the Centre of Agadez.

2. Regularly participate in inter-agency protection fora/meetings (e.g protection, child-protection, gender-based violence, relevant task forces.) and monitor the protection needs of mobile populations as well as communities affected by mobility as well as their systematic reporting Page 1 / 3and resolution.

3. Support the Head of Office and the centre manager with the coordination of assistance provided to migrants in Agadez transit centre, in support of an integrated protection – humanitarian – development approach.

4. Communicate with appropriate IOM units and field offices, including with protection, operations and communication units in Niamey.

5. When needed and feasible, coordinate response to individual cases of concern, in close coordination with the Protection Officer in Niamey, and refer or treat them as appropriate (e.g. screening, interview, counselling, referral or assistance, depending on programme capacities), especially to the psychosocial team working in the centre.

6. Assess training needs on protection issues and need for capacity building among field based colleagues, local authorities, local NGOs, International NGOs, the UN country team and other stakeholders.

7. Prepare regular reports covering protection activities; prepare briefing, statistical/narrative reports and background information as required, including specific information requested by Officials and other entities.

8. Draft specific portions of cooperation agreements and Memoranda of Understanding for approval by the supervisor.

9. Undertake duty travels, in line with prevailing security restrictions, relating to project assessments, liaison with counterparts, and project implementation, as required; 10. Perform such other related duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Humanitarian Affairs, Political Science, Law, Human Rights, Development Studies or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience. Experience

• At least two years of experience in humanitarian affairs, emergency preparedness, protection and human rights;

• Experience working with an operational UN agency or a major international NGO in the field of protection and assistance of refugees, internally displaced people, and migrants; • Experience in liaising with governmental authorities, other national/international institutions and NGOs, as well as in the region, is an asset.
