Context:

Under the overall supervision of the Programme Manager (Migrant Resource and Response Mechanism (MRRM)), the administrative supervision of the Head of Sub-Office in Agadez (if based in Agadez), and the direct supervision the Programme Officer (Migration and Development), the successful incumbent will provide support in the coordination of reintegration and stabilization activities in the mission. Reintegration and community stabilization programmes aim at providing safe and dignified return options for migrants in distress returning from Northern Africa and for perspective migrants as alternative to irregular migrations. Core Functions / Responsibilities:

1. Contribute to strategic planning of community stabilization and reintegration activities as well as the development of implementation modalities through close collaboration with relevant Project Managers, government representatives at national and local levels, beneficiary communities, and other relevant stakeholders in Niger and in Countries of Origin (CoO). 2. Coordinate activities with other IOM units – Finance, Logistics and Procurement, among others, for a smooth implementation of project activities.

Monitor the development and implementation of project modalities, provide technical guidance regarding compliance to project partners, programme staff and implementing entities and liaise with IOM sub-offices in Niger and in CoO for the monitoring of reintegration and community stabilization initiatives.

4. Participate in the identification of business opportunities for migrants and local communities, vocational trainings, and contribute to the development of community stabilization and reintegration projects in Niger as well as in countries of origin in collaboration with IOM offices in West Africa.

5. Maintain relationships with local actors including stakeholders, government officials, business community, diaspora communities, civil society, UN and I/NGOs partners on return and reintegration activities for migrants.

6. Monitor and follow up on the proper documentation and reporting of reintegration activities and projects carried out; ensure supportive documents for the projects are recorded in the database and draft portions of donor reports concerning reintegration activities. 7. Undertake duty travel as required to provide technical guidance to project staff and implementing partners and to compile field monitoring reports highlighting implementation challenges and solutions.

8. Facilitate and encourage the integration of cross-cutting issues such as gender, children, and other vulnerable groups in the project and considered in the office’s activities. 9. Compile lessons learned from past activities, experiences from other Communes, and beneficiary feedback for the revision of strategies and action plans.

10. Contribute to resource mobilization efforts, identifying potential new project opportunities and contributing to the preparation of project proposal.

11. Perform such other related duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, Business Administration, International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience. Experience

• At least two years of work experience in community stabilization, reintegration and capacity building related activities in a developing country and post-conflict context; • Experience in programme management, preferably in migration and/or other displacement situations;

• Experience in project formulation and implementation at national and international levels; • Experience in liaising with governmental authorities, and with other national and international institutions;

Languages

Fluency in English and French is required. Working knowledge of Arabic is an advantage. Note

Duty station to be determined later if Niamey or Agadez Niger.
