Senior Job Counselor and Training Officer (National Staff Only)

We are looking for a highly qualified candidate who can be responsible for the livelihood counseling to beneficiaries and their follow up; in addition to the implementation and supervision of the skills development trainings provided by both DRC staff and external service providers, including local partners.

Who are we? 
Danish refugee council has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan. 
DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects.

About the job 

The Senior Job Counselor and Training Officer will be responsible for a) counseling beneficiaries to identify existing skills, acquired capabilities, and future ambitions and therefore provide career and vocational guidance accordingly; b) matching the beneficiaries’ needs with the available vocational/soft skills/life skills trainings, apprenticeship opportunities, internships, or job referrals; c) referring the beneficiaries to the suitable service, supervising implementation, and maintaining required quality through regular evaluations.

 

Duties and Responsibilities 

Related to Job Counselling: 
• Provide beneficiaries with one-on-one counseling interviews using specially developed questions and personal analysis skills to identify existing skills, acquired capabilities, and future ambitions. 
• Take every beneficiary’s education level, work history, personality, interests and skills into account and suggest a career that matches their background and abilities. 
• Guide beneficiaries towards the most suitable service by offering information on employment and self-employment options, on vocational training opportunities, apprenticeship, and micro-loans. 
• Provide jobseekers and employers with information on relevant Lebanese regulations (including on business start-up) and their implications for Syrian refugees, and Lebanese jobseekers 
• Produce regular reports on results of counseling sessions 
• Use DRC information management systems to record relevant data of job seekers

 

Related to Training: 

• Refer potential trainees to implementing partners respecting the latest’s internal rules and available market-oriented skills development courses. 
• Organize skills development courses together with implementing partners and supervise their implementation, ensuring that all logistical arrangements are in place and that beneficiaries attend regularly 
• Monitor quality and interest, supported by the assistants, by following up attendance sheets on daily basis and mitigating daily challenges that might prevent a beneficiary from attending the course. 
• Supervise the delivery of skills development trainings, based on direction and curriculum validated by DRC. 
• Apply technical knowledge and skills to organize and deliver skills development activities, in full compliance with DRC standard operating procedures and guidelines 
• Develop and implement terms of reference and work plans for service providers and review progress at regular intervals

 

Other : 

• Provide capacity building training for the assistants to be able to perform the counseling tasks, the daily spot checks on trainings, and the attendance follow up; and divide tasks accordingly. 
• Create linkages with other DRC programming in protection, community development, and House and Infrastructure as well as with other actors delivering life skills curriculum.

Moreover we also expect the following: 

Required qualifications 
• At least 3 years of livelihood counseling and training experience; 
• Practical experience in implementation of skills development trainings; 
• Excellent communication skills, convincing skills, and analytical skills; 
• Bachelor degree in Social Sciences, Human resources or equivalent;

 

Desirable qualifications 

ideally, you will also have a previous INGO experience, demostrated competence in livelihood counselling.

 

We offer 

DRC will offer the successful applicant a contract until the end of November 2017, renewable dependent on both funding and performance. You must be available to start work from September 2017 and be willing and able to work in Tripoli. 
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriates and Nationals; please refer to www.drc.ngo under Vacancies. This position will be placed at level C+1 equivelant 1,850$
