The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization experienced in helping to create a safer and more dignified life for refugees and internally displaced people. In the light of the high influx of migrants to the Greek islands, NRC has started an emergency response programme on the island of Chios in mid-October 2015. NRC directly assisted over 70,000 refugees and migrants, working together with the Greek authorities, humanitarian actors and volunteers to set up and maintain a dignified and efficient flow of refugees from arrival at the beach, via registration and reception facilities, to departure by boat or plane to mainland Greece. NRC Thessaloniki is now looking forward to cover the position of Camp Management Information Management and Referrals/Transfers Technical Officer - Urban Response to respond to the humanitarian needs.

The purpose of the Camp Management Information Management and Referrals/Transfers Techncial Officer - Urban Response is to manage the Urban Response part of the Urban database (Perseus), receive referrals of vulnerable PoCs from UNHCR, match them in the database with available and suitable apartments and ensure communication and coordination with the Outreach TLs and UNHCR, as part of NRC’s urban response project in Thessaloniki.

Job description

  • Implement plan of action for delegated portfolio of Camp Management Information Management– Urban Response
  • Day to day follow of progress in project implementation
  • Ensure compliance with NRC policies Camp Management Information Management,– Urban Response tools, handbooks and guidelines
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  • Promote and share ideas for technical improvement
  • Prepare periodic progress reports and other documents
  • Liaison and collaborate with relevant local authorities and stakeholders
  • Train staff members on use and reading of the Urban Response database (Perseus)
  • • Promote the rights of IDPs/returnees in line with the advocacy strategy
  • Receive referrals of vulnerable PoCs from UNHCR and daily send the capacity assessment to UNHCR
  • Match, through the available information in the Urban Database (Perseus), the selected PoCs to the most suitable apartments based on their specific needs and the available apartments
  • Communicate the matching decisions with UNHCR
  • • Prepare lists of PoCs matched to apartments in preparation of the consent activities and share it with each relevant Team Leader. Team leader will use this list to prepare maps and apartments photos prior signature of consent form activity
  • Participate in the field activities (consent form signature) and support outreach assistants if PoCs have questions on the apartment types, furniture, equipment, standards
  • Update Perseus based on consent signed and transfers done
  • Participate in the transfers of PoCs and monitoring visits of PoCs on the field (50%)
  • Inform UNHCR about cases closed, via email
  • Coordinate with UNHCR for the transportation of PoCs to Athens for asylum procedures/decisions and share any relevant information with the outreach team leaders on a daily basis
  • Update Perseus on a daily basis after transfers, departure, internal movements of PoCs
  • Act as focal point for Perseus in the Urban Response team for other TLs in other NRC departments (mainly Urban Housing and IM teams)
  • Train outreach assistants (and team leaders if relevant) on the use of Perseus and how to read properly the database, to improve their capacity of using the information available for reporting and implementation purposes
  • Support the Team Leaders in the preparation of their monthly reports by providing up-to-date information extracted from Perseus

Qualifications

  • Experience from working in an information management/communication/coordination project implementation position in a humanitarian/recovery context
  • Previous experience from working in complex contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English and Greek, both written and verbal
  • At least 1 year of experience in a relevant setting
  • At least 1 year of experience managing databases, ideally in a humanitarian context
  • Bachelor degree is required preferably in communication, statistics or computer science
  • Fluency in Greek, both written and verbal
  • Fluency in Arabic and/or Farsi (oral) is an asset
  • Experience working on project implementation position in a humanitarian operation
  • Remarkable organisational skills and rigor
  • Proven experience in coordination skills with high level stakeholders such as UNHCR or other international NGOs
  • Proven experience in capacity building and training
  • Very good understanding of the refugee crisis in Greece and traditional humanitarian coordination mechanisms
  • Solid knowledge of MS Office, online media platforms and social networks
  • Solid knowledge of data collection techniques and communication methodologies
  • Proven mastery of ODK and/or other open source data collection and management tools is an asset
