The Danish Refugee Council (DRC) is a private, independent, humanitarian organization working on all aspects of the refugee cause in more than 30 countries throughout the world. The aim of DRC is to protect refugees and internally displaced persons (IDPs) against persecution and to promote durable solutions to the problems of forced migration, on the basis of humanitarian principles and human rights. DRC works in accordance with the UN Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in Disaster Relief.  
In Uganda, DRC works in North, North-Western, South-Western and North-Eastern regions in a range of emergency/development situations offering support to refugees and host communities. ABOUT THE JOB   
We are looking for a highly qualified professional with strong experience in protection to lead the DRC in implementing its protection activities and protection strategy.  The main purpose of this position is to contribute to the achievement of DRC’s humanitarian and protection n and responsible for the planning, development and implementation of the Protection sector.  
 
KEY RESPONSIBILITIES   
 
Project Delivery  
  • Overall day to day management of DRC’s Protection projects and direct manager for staff members. This includes coaching, ensuring co-ordination between staff, in various geographical areas, recruiting, and developing staff.   
  • Ensure the required resources are allocated to the program to permit an efficient and effective implementation of DRC protection operations. This will be undertaken in close cooperation with relevant departments; such as Logistics, Finance-Administration, Human Resources and Safety Staff.  
  • Design a systematic referral mechanism for actors providing assistance to vulnerable populations;  
  • Undertake protection monitoring activities; including conducting interviews and missions to the field;  
  • Monitor, analyze and provide reports on the protection conditions for refugees and other persons of concern;  
  • Write, supervise and endorse relevant financial and narrative reporting on all protection related interventions.  
  • Enhance the quality of protection programming throughout the project cycle.  
  • Provide overall budget monitoring, financial management and expenses control including compliance with minimum DRC and donor requirements.  
  • Contribute to the process of applying for funding and broadening the funding basis under the supervision of the Head of Programme.  
  • Guided by the DRC Project Handbook and the Sphere Handbook, continuously monitor and develop relevant accountability initiatives in the field as well as strengthen efforts to document the impact of activities and DRC’s presence.  
  • Provide linkages with protection counterparts in other humanitarian organisations, local actors and within government structures.  
  • Ensure DRC staff adheres to the DRC principles, Code of Conduct, Project and Operation Handbook.  
 
Representation   
  • Represent DRC Coordinate and maintain constructive relationships with municipalities, other local government institutions, local NGO partners, other international organizations, in coordination with the other team members;  
  • Ensure DRC’s principles and approaches to emergencies are integrated into the response.
  
  • Follow the humanitarian principles, standards and guidelines that DRC is committed to, and ensure these are adhered to by DRC staff, partner staff and volunteers
  
 
Monitoring and Evaluation  
  • Ensure transparency and accountability tools, processes and mechanisms to affected communities are in place  
  • Ensure equal participation by all segments of the community, taking into consideration issues regarding gender, age, clan and tribal and religious affiliations.  
  • Regularly monitor project activities and provide timely inputs and feedback to the Area Manager (AM) and Head of Programmes (HoP)  
  • Work with HoP and M&E Officer to ensure M&E plan is being implemented, data is being collected from the field and regular reports are being produced.  
 
Staff Supervision   
  • Provide management and overall supervision to DRC’s Protection Team, including mobile teams;  
  • Identify staff training needs as and when appropriate;   
  • Conduct regular field visits to support staff and monitor implementation of the response
  
  • Build the capacity of local duty bearers through on-going one-on-one support and coaching and identify project beneficiaries.    
  • Undertake any further duties as the line manager sees fit. The position duties are flexible to a degree to allow the candidate to develop skills they personally identify. This can be arranged in discussions with the line manager.

QUALIFICATIONS  
Essential:  
  • University Degree in Human Rights, International Law or related field  
  • Master’s Degree will be an add advantage  
  • At least three years proven and successful track record of protection experience in the Humanitarian/Development sector;  
  • Strong computer skills (Excel, Microsoft, PowerPoint and Outlook);  
  • Ability to manage large, multi-cultural teams in a changing environment;  
  • Extensive experience working with national partners, local/government authorities, and UN organisations. Experience with UNICEF advantageous;  
  • Experience in project development and proposal writing;  
  • Full proficiency in spoken and written English;  
  • Good communication skills and ability to conduct training;  
  • Good organizational and people management skills.  
Preferable:  
  • Able to work independently and energetically;   
  • Demonstrated ability for rapid analysis of complex issues, strong decision-making, and translation of programmatic learning and priorities into operational strategies;  
  • Experience in accountability and verification systems in humanitarian operations.  
 
GENERAL   
Commitments:  DRC has a Humanitarian Accountability Framework, outlining its global accountability commitments. All staff are required to contribute to the achievement of this framework into the work of DRC.  
 
Availability:     As Soon as possible  
 
Duty station:    Arua, with frequent travel to field locations, and to Kampala on a monthly basis.  
 
Reporting:        This position reports to Area Manager Arua.   
 
Contract:          6 months contract dependent on both funding and performance.   
                          Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates (available at www.drc.dk under Vacancies). This position is graded as A14 for qualified National staff the terms of employment will be in accordance with DRC terms for National staff
