The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The purpose of the officer position is a day to support program development, grants monitoring and reporting.

Job description

  • These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.
  • Ensure adherence to NRC policies, tools, handbooks, and guidelines.
  • Implement delegated support function portfolio according to the plan of action.
  • Prepare and develop status reports as required by management.
  • Promote and share ideas for improvement of the support function.
  • Where necessary and appropriate, assist the Partnership Coordinator with liaison-related functions.
  • In the absence of Grants Coordinator, act in his/her position. Unless otherwise stated in writing, the Grants Officer will be fully accountable for all functions of the role during such period(s).
  • Ensure proper filing of documents, ensuring proper maintenance of all hard copy project documentation and timely uploading of documentation onto the SharePoint (NRC Intranet).
  • Participate in external coordination meetings as may be appropriate.
  • In consultation with the Grants Coordinator and the Head of Programmes, develop and enforce compliance with standard operating procedures (SOP) for proposal/concept development and submission to donors.
  • Regularly monitor funding opportunities by, among other activities, undertaking a regular review of various donor websites to identify calls for proposals for Yemen as well as to note and share any relevant information.
  • In consultation with Grants Coordinator and CC Specialists, develop a calendar for potential concept notes and project proposals for each Financial Year.
  • Based on credible needs assessment and gap analysis, coordinate development of concept notes and project proposals, both solicited and unsolicited.
  • Work in close collaboration with the Finance and Support teams in developing project budgets as well as any necessary revisions to approved project budgets and activities, ensuring compliance with the budgeting guidelines in force at any particular time.
  • Coordinate closely with Core Competency Coordinators and Monitoring and Evaluation Coordinators to produce analytical qualitative information for reports and to inform advocacy and program communications.
  • In consultation with Grants Coordinator, Core Competency Specialists, and Finance Coordinator, develop and communicate reporting schedule to all relevant levels in NRC Yemen; and facilitate timely reporting, taking into account standards practice for internal review processes.
  • Support the development of project proposals and reports for Yemen, ensuring quality and timely submission of required proposals and reports to NRC HQ and to donors/agencies/partners.
  • Participate in and/or initiate periodic visits to the field/project site visits and project review meetings, as may be appropriate for effective project cycle management.
  • Proactively support the development of country Office fact sheets, Situation Reports (SitRep) and other reports as appropriate.

Qualifications

  • University Degree in Development Studies or any related field.
  • 3 – 5 years’ experience in a similar role.
  • Good knowledge of English.

Personal qualities

  • Have practical working knowledge of Theory of Change, Results Based Frameworks, Proposal Writing, Project Cycle Management.
  • Be comfortable with MS Package, notably Word and Excel.
  • Possess well-developed communication skills in both written and spoken English as well as Arabic, with the ability to accurately translate and back-translate technically written text from English to Arabic.
  • Knowledge and working experience of rules and regulation for the key donors currently active in the Yemen humanitarian response is a distinct advantage.
  • Strong analytical skills - both qualitative and quantitative.
  • Thorough and able to pay attention to detail while also able to meet deadlines.
  • Able to handle a large workload, work under pressure, independently and with limited supervision.
  • Have skills to maintain productive work relationships in a multi-cultural work environment.
