Organizational Setting

 

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions\: three Operations Divisions\: A, B and C, for the implementation of verification activities around the world; three Technical Divisions\: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as three Offices\: the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services.


The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. The departmental operating environment is interactive, participative and dynamic with continuous inputs received from the Board of Governors, the General Conference, policy- and decision-makers, as well as counterparts in Member States and in the international development community.


The Infrastructure Section is responsible for providing secure, reliable, and dependable computing, collaboration, database and communications services to the Department of Safeguards. The Infrastructure Section cooperates with other Sections and Divisions in the Department of Safeguards to deliver IT services at a very high standard.

 


Within the Department of Safeguards, the Office of Information and Communication Systems (SGIS) is the centre of competence for the specification, development and maintenance of Information and Communication Technology (ICT) systems and for the management of all ICT infrastructure and services to support safeguards. In partnership with other organizational entities, SGIS is responsible for planning and implementing an ICT strategy as well as enforcing ICT standards.

Main Purpose

To serve as the senior technical resource for the Department’s computing environment, including the architecture, design, installation, configuration and operation of integrated information systems. To ensure the secure and reliable operation of information systems and to lead projects which enhance and develop the capabilities of such systems, including performance tuning, scaling, maintenance, automation, and monitoring. To interface and coordinate internal teams and with third party vendors and contractors in order to integrate custom and commercial off-the-shelf into the environment. To automate and increase agility within the entire infrastructure and application environments. To establish and develop standards, procedures and documentation for the efficient and secure operation of the Department's information systems.


Role

The Senior Systems and Infrastructure Architect is\: 1) a technical specialist, designing and implementing secure information based IT solutions; 2) a specialist adviser, providing vision and advice to management and customers on establishing and maintaining a secure, agile, and stable information systems and best practices; 3) a project manager, defining, planning and executing projects involving multiple technical and business teams; 4) a solution provider, functioning as an expert in designing, deploying, troubleshooting, optimizing, automating, and improving information system issues and coordinating service delivery; and 5) a leader in IT business transformation, soliciting requirements and translating those into practical and sustainable solutions to increase the overall effectiveness and efficiency of the Department’ information systems.


Functions / Key Results Expected

- Design and deploy the hardware and software-defined infrastructure for the Department, paying special attention to automating the provisioning of rigorously-configured systems, packaged software, custom-developed software solutions, and automate the provisioning of all of the necessary resources including networking, storage, compute infrastructure, operating systems, and application environments;
- Work with customers and IT teams in defining and developing requirements, defining expert-quality architectures, elaborating project plans, managing delivery, and implementing technical solutions involving multiple teams across various IT and business disciplines.
- Ensure the security, reliability, availability and sustainability of the Department’s information services by ensuring security requirements, security baselines, tools, configurations, and libraries are included automatically in all aspects of the Department’s computing environments and ensuring that these environments are kept up-to-date through the application of vulnerability management procedures;
- Design and perform capacity planning, accommodate for the rapid and well-tested implementation of new technologies in terms of both hardware and software as well as optimizing and automating the most efficient use of existing resources;
- Train other technical teams in the application of automated provisioning of resources, automated configuration management, and other technical topics
- Perform quality control and quality assurance of software deliverables to ensure that they meet user requirements, are properly tested, adequately documented and conform to established standards designed to promote reliability, accuracy, ease of use and maintainability.

Qualifications, Experience and Language skills

- Other - Foundational IT security certifications such as CISSP, GSEC, Security , as well as advanced certifications or coursework in penetration testing, vulnerability management, network or host based forensics, or other advanced IT security topics.

- Master's Degree - Advanced university degree (or equivalent) in computer science, or a closely related field, or significant equivalent experience

- At least seven years of related work in the field of information systems of sufficient scale, DevOps and Agile-based applications and services environments, or other relevant fields of work. Relevant industry certifications would be a benefit.
- Practical experience with IT service quality standard processes and service delivery (for example, ITIL) and associated certifications are an advantage.

- Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.


Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $70647 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 29177, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
