What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law.  We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Role Description

The communication coordinator develops and implements the communication strategy of the ICRC’s regional delegation based in Moscow. The communication strategy aims to increase awareness and support of the ICRC, its humanitarian concerns and its regional and global operations among the public and key political, government, academic, legal and non-governmental audiences in the Russian Federation, Belarus and Moldova. S/he supports related strategies linked to public affairs and prevention of violations of international humanitarian law. The post holder supervises services provided to ICRC delegations based in the region on digital communication and audio-visual production in Russian language, print production and environment scanning. S/he leads the implementation of the ICRC public engagement strategy in Russia, adapting approaches and messaging for Russian audiences. The communication coordinator acts as the ICRC Geneva public relations relay for global crises.

Main responsibilities

  • The post holder heads the communication department and ensures its financial & administrative management in line with ICRC policies
  • Directly or indirectly supervises more than 15 resident communication staff, including in the field and ensures that roles and responsibilities are clearly defined. Leads, motivates, trains and coaches staff, especially those managing other staff members
  • Contributes to the analysis of global challenges to the ICRC and to neutral, impartial, independent humanitarian action
  • Oversees ICRC perception studies & supervises information analysis
  • Supervises the delegation's spokesperson. Develops network of Russian TV and other media outlets and pitches ICRC content to them
  • Oversees the implementation of efforts to grow the ICRC’s digital footprint in Russian language through creation/promotion of content
  • Explores ways to further support and enhance communication capacities of national Red Cross societies in Russia, Belarus and Moldova
  • Advises ICRC’s Moscow management on internal communication issues. Ensures effective communication flow between ICRC offices and delegations.

Desired Profile and Skills

  • Master degree level or equivalent
  • 5 or more years of professional experience in communications and/or media relations. Experience with RC/RC Movement is an advantage
  • Willing to accept unaccompanied posting (i.e. no spouse, partner, children or dependents) for the first 24 months of assignment
  • Confirmed public representation & networking skills
  • Good understanding of digital communications
  • Fluent in English. Russian is an advantage
  • Proven HR management skills; staff supervision experience; strong leadership & initiative
  • Capacity to provide advice and coaching on communication techniques to fellow staff members
  • A confirmed team player who is also able to work autonomously when required
  • Proven ability to set priorities and to plan, budget, manage, evaluate large number of activities
  • Capable to work under pressure and meet tight deadlines

Our operational and field constraints

  • In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals

  • Driving license for manual transmission vehicles, and ability to drive such vehicles independently in unfamiliar terrain
  • Readiness to travel frequently among different ICRC sites in the Russian Federation

Minimum length of assignment for this role: 18 months (extendable maximum 18 months)
