3MDG identified Prison Health as a clear public health priority at the early stages of the establishment of the Fund. This emerged out of the Fund’s ongoing work to provide care for those suffering from TB and HIV. The public health priority in prisons is however broader and comprehensive. It calls for the need to improve the prison health system, the range and quality of health services provided for those imprisoned and to undertake the comprehensive upgrading of prison health facilities. In 2013, a highly experienced technical team was put together by the 3MDG and to work in cooperation with the Ministry of Health and Ministry of Home Affairs/Prison Department to define what needs to be done to improve prison health care. The team undertook a rapid and comprehensive assessment to identify a set of priorities including those which can be implemented without delay, those which can be implemented over the medium term and a set of longer-term changes which will result from new or changed policies.

The 3MDG Fund Board allocated $4 million as the initial investment towards construction of priority new prison health facilities and strengthening of health services. These funds remain but the Prison Department has decided not to make use of 3MDG support.

In 2015, the Fund further highlighted the needs for prison health by including planned work within its revised strategy and setting aside funding for this work to be undertaking, once possible.

Background Information - Myanmar

The UNOPS Myanmar under the UNOPS Asia Regional Office has been established to better support, develop and oversee the UNOPS portfolio of programmes and projects in Myanmar with focus on health programmes and livelihoods and rural development. UNOPS Myanmar ensures that synergies between projects are effectively developed.

The UNOPS Myanmar portfolio currently comprises several programmes and projects, including fund management of the multi-donor Three Millennium Development Goals Fund and the Livelihoods and Food Security Trust Fund. In addition, UNOPS is the Principal Recipient of the Global Fund to Fight AIDS, Tuberculosis and Malaria grants to Myanmar. UNOPS Myanmar has also been designated as Principal Recipient of the GFATM for a Regional Malaria Grant (Regional Artemisinin Initiative) covering 5 countries- Vietnam, Myanmar, Thailand, Laos and Cambodia. UNOPS is also expanding its infrastructure and procurement services in Myanmar, including advisory services in these areas.

UNOPS Myanmar plays a critical role in ensuring quality services to UNOPS partners that meet stringent requirements of speed, efficiency and cost-effectiveness. It is also responsible for liaison with government counterparts, donors, and UN Agencies.

Functional Responsibilities

Under the direction and supervision of the Infrastructure Manager, the Architect/Design Engineer is responsible for collating all the Prison Health design documentations from the MMOC and then do design reviews and appropriate modifications in consultation with the  MMOC infrastructure unit and UNOPS. This requires familiarity with the various MMOH departments and coordination with the relevant  MMOC authorities and Prison Department. The specific tasks include:

  • Review and develop, if necessary,  MMOC’s requirements for the construction of prison health facilities into a design brief.
  • Review  MMOC standard designs for Clinics in accordance to MoH requirements and UNOPS Design Planning Manual version 1.0, 2014.
  • Apply all relevant design standards applicable to the project areas including earthquake and wind loadings.
  • Adapt the modified  MMOC standard design to suit the requirements of the various geographical areas of Myanmar (hilly, central plain, coastal and delta).
  • Prepare corresponding structural and architectural drawings in standard scales, as well as the required services for water and sanitation, storm water drainage, electricity, bio-medical waste management, etc.
  • Develop basic technical specifications, bills of quantities and cost estimates suitable to tender the works.
  • Obtain the necessary approvals from  MMOC and Prison Department on the proposed designs and technical specifications.
  • Establish contact/work relationship with  MMOC and Prison Department to validate the proposed designs.
  • Present the final designs to the Project Board and, if necessary, a second presentation to 3MDG for approval.
  • Participate in the planning of the construction activities as soon as the designs are approved by  MMOC, Prison Department and UNOPS IPMG.
  • Carry out site assessment and develop site layout plans for each site.
  • Conduct extensive consultation and coordination with the Engineering sub-division of the  MMOC and Prison Department.
  • Abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Education/Experience/Language requirements

  1. Education

Secondary education with Architectural and structural drawings is required; Bachelor’s  Degree in Civil Engineering/Architecture or similar field is desirable but not a requirement;

  1. Work Experience and Language
  • Minimum 8 years’ experience in design (or) 4 years with Bachelor’s  Degree is required.
  • Design of small, one story buildings in health sector is desired. 
  • 2D and 3D design experience is would be and asset.  
  • Strong diplomatic skills and solid managerial experience is would be and asset.
  • Excellent writing, presentation and analytical skills.
  • Fluency in English and Burmese is required.
