The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The purpose of the officer position is day to day implementation of the CC Project. Use actions words such as ensure, implement or assist for the position relevant responsibilities..

Generic responsibilities (max 10)

1. Ensure adherence with NRC policies, tools, handbooks and guidelines
2. Implement delegated CC project portfolio according to plan of action
3. Prepare and develop status reports as required by management
4. Ensure proper filing of documents
5. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
6. Promote and share ideas for technical improvement

Job description

Specific responsibilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.
• Undertake community mobilization, awareness and engagement processes
• Assist and participate ICLA assessments, evaluations and review meetings
• organize and facilitate ICLA project (s) trainings, meetings and workshops
• regularly organize and participate community meetings and HLP information sessions
• undertake capacity development trainings on gender evaluation criteria ‘GEC’ and youth and land responsiveness criteria ‘YLRC’ and methodologies
• Ensure close liaison with UN Habitat and other relevant agencies in the field, and participate regularly in the Protection cluster sub-working group (PWG)/ HLP sub cluster and other relevant forums.
• Provide analysis on the Protection issues facing Displaced People, highlighting key concerns and durable solutions regarding land/property/shelter and education
• Provide, in consultation with field teams, recommendations on advocacy action points and optimum Protection response mechanisms.
• Travel to the field when necessary by adhering NRC travel produces and Security SOPs
• Conduct data entry on daily bases and fallout project (s) templates including the ICLA database
• Produce timely reports to Somaliland ICLA coordinator

Qualifications

• Degree In law, social science, conflict resolution and international relations with 2-3 years experience with the LNGOs, UN or INGO;
• Excellent oral and written communication skills
• Excellent interpersonal and representation skills
• Strong computer application skills
• Strong analytical skills
• Political and cultural awareness
• Good knowledge of International Human Rights standards, Conflict resolution and Humanitarian Law
• Sound knowledge sharing; document development and review and administrative skills
• Goal oriented with ability to work under pressure, independently and with limited supervision
