Norwegian Refugee Council (NRC) has been implementing projects for Internally Displaced Persons and Refugees in Northern Uganda, West Nile and South Western respectively, since 1997. Having smoothly phased-out by end of August 2014 in the North, NRC was re-registered in Uganda in September 2014 as part of Horn of Africa programme with its regional office in Nairobi, Kenya, with main focus on addressing the rights of South Sudanese refugees in Ugnda. NRC Uganda has its main base in Adjumani, with a project office in Arua and liaison office in Kampala.

NRC Uganda is currently implementing Food Security, Education, WASH, ICLA and Shelter projects in collaboration with UNHCR and OPM. To achieve the required results, NRC Uganda closely works with government, UN agencies and local NGO partners.

We are seeking to recruit an experienced, qualified Emergency/Transitional Shelter expert. The purpose of the Shelter Core Competence Project Manager position is to implement delegated Shelter project portfolio in West Nile Uganda, based in Yumbe.

Job description

  • Line management for shelter project staff
  • Adherence to NRC policies, guidance and procedures
  • Contribute to the development of Country, Area and Shelter strategies, initiate and participate in the development of relevant Shelter projects
  • Coordinate and manage Shelter project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  • Implement technical direction and ensure high technical quality of projects
  • Provide regular progress reports to the Area Manager and the Head of Programmes
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  • Develop and manage project budget and coordinate across other projects
  • Ensure capacity building of project staff and transfer key skills
  • Liaise and collaborate with relevant local authorities and other key stakeholders
  • Promote the rights of refugees in line with the advocacy strategy

  • Specific Responsibilties
  • Start up start activities in new settlement of Omugo in Arua District
  • Coordinate with other state holders on ground
  • Devise practical solutions to deliver fast shelter to the new arrivals
  • Be able to source for local materials required for shelter
  • Work closely with contractors and provide effective supervision of the works of the contractors
  • Coordinate with local authorities and refugee leaders
  • Conduct community meetings to mobilize local labour for construction.

Qualifications

  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian context
  • Technical Shelter expertise
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Valid driver’s license
