Danish Refugee
Council, one of the world’s leading humanitarian NGOs, is currently looking for
a highly qualified Regional Head of Programme in the CASWA region.
About DRC
The CASWA region in DRC comprises country operations
in Afghanistan, Pakistan and Iran. DRC's activities in the region aim to
support Afghans in displacement as well as affected host communities in the
transition from relief to long term durable solutions. The DRC CASWA program
overall comprises an annual budget of approximately 19 million EUR across
protection, livelihoods, emergency and mixed migration programming. Significant
growth has been achieved over the last 12 months and a certain level of growth is
anticipated to continue. DRC CASWA is also becoming engaged in a number of
regional activities, aiming to contribute to a more comprehensive approach to
Afghan displacements as well as gathering evidence on the migration flows in
the region. In general DRC engages with key stakeholders including UNHCR, IOM,
key donor stakeholders and like-minded NGOs in order to advocate for durable
solutions with a regional approach.
About
the job
In close collaboration with the Regional Director and
DRC programme staff at country, regional and HQ levels, the RHOP’s prime
objectives will be to provide leadership around strategic programming aspects
in the individual country programmes, quality assurance of programme delivery,
regional programming and projects, ensure that relevant global DRC standards
apply in the region, as well as to provide substantial input to regional
advocacy and policy processes. More specifically and in regard to country
offices in Afghanistan, Iran and Pakistan the position aims to support in the
building of high performing programme teams that build a cohesive, appropriate
and high-quality programme profile for DRC in the CASWA region.
You will part of a Regional Office Team of 5 senior
staff who would ideally be Kabul-based but which because of access issues can
currently only partially be so. You will report to the Regional Director who is
currently Copenhagen-based, and you will have 3-4 people reporting to you,
amongst others the Regional Mixed Migration Coordinator.
Your main duties and responsibilities will be:
- Collaborate with Regional Director (RD) and Country Directors (CD) in the region, as well as HQ, to develop regional strategy and related processes and identify key regional strategic initiatives.
- Ensure DRC country programmes are guided by a consistent, updated strategic framework that promotes a unified and rights-based approach to the displacement challenges in the region.
- Monitor the performance of programme teams in the country operations in the CASWA region and offering relevant advice and capacity-building.
- Monitor and develop the existing portfolio to ensure high quality proposals and reporting.
- Ensure CASWA participation in roll-out of relevant global DRC initiatives within programme-related areas (e.g. CHS).
- Lead development of regional programming. In particular this will include supervision of the Regional mixed migration activities and operational 4Mi system for Afghan migrants, leading of the 'Durable Solutions for Afghans Platform' in a joint endeavour with IRC, NRC and Relief International.
- Play a key role in promoting and representing DRC as a main actor within protection and displacement issues in the region, through coordination of DRC activities and interaction with key players such as UNHCR, IOM, relevant NGOs, and government counterparts.
- Collaborate with RD, CDs and relevant HQ counterparts on the rollout of DRC’s Vision 2020, and specifically support the development of work plans and activities to improve fundraising, advocacy, evidence gathering, quality programming and partnerships. Contextualise tools and approaches and lead rollouts, where appropriate.
About
you
To be successful in this role we expect you have demonstrated
your ability for strategic thinking and leadership. You have a minimum of 5
years of programming and implementation experience at senior level, preferably
in complex humanitarian environments.

Moreover, we also expect the following:
Required
- Masters degree in social and political sciences, economics, international relations or similar
- At least five years of experience in implementing complex projects and programmes within the humanitarian and/or displacement sector
- Experience of fundraising, donor relations, networking, advocacy, policy and humanitarian coordination
- Strong understanding of key sector standards
- Understanding of the countries in which DRC CASWA operates
- Demonstrable strategic thinking and leadership ability
- Excellent communication, interpersonal and influencing skills with a well-developed ability to motivate and persuade colleagues as well as at external partners at high levels
- Fluency in English
We
offer
Contract length: 2 years
Designation of Duty Station: The position could be offered
in either Kabul, Amman, or Copenhagen (under review), but would require
extensive travel to and stays in the CASWA region.
Start date: Approx. December 2017 or soonest hereafter
Salary and conditions will depend on the duty station.
If the position is offered in Copenhagen salary and
conditions will be in accordance with the agreement between DRC and the AC
organisations. Local Danish terms and conditions will apply.

and conditions will be in accordance with Danish Refugee Council’s Terms of
