Do you have experience managing international safety? And are you burning for implementation of safety procedures across the CASWA region? Then we are looking for you to fill the position of Regional Safety Advisor. You will be working in Kabul with responsibility for Safety in the CASWA (Afghanistan, Iran, and Pakistan) region.  
 
Who are we? 
DRC is a Danish international non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. DRC is present in some 40 conflict territories around the world assisting displaced people with shelter, food, income generating activities, legal aid and a wide range of other protection and humanitarian assistance.
The CASWA region suffers long-standing armed conflict and frequent natural disasters have caused massive displacement over the past 30 years, affecting millions of people.  To meet this need DRC has set up a regional hub to coordinate operations in the region. 
 
The CASWA region covers DRC work in Afghanistan, Iran, and Pakistan, with over 500 national and international staff and programmes funded by DANIDA, ECHO, BPRM, UNHCR, as well as a host of other donors. 
 
About the job 
In close cooperation with the Country Director in Afghanistan, the Regional Director in HQ and the Global Safety Advisor in HQ, you will be responsible for ensuring the implementation of DRC’s Safety Risk Management System in the region. The position will require a strong focus on capacity development and mentoring, as well as training in addition to safety advisory coverage of the CASWA region. You will be reporting to the Regional Director with a technical report line to the Global Safety Advisor, both located in Copenhagen.
 
The Regional Safety Advisor has overall leadership responsibility for the development and implementation of the DRC Safety Risk Management System (SRMS).  You will collaborate with Country Directors, Area Managers, and Safety Focal Points, and you will play a critical role in the development and implementation of safety risk management strategies in the countries of operation in the region. You will also be a part of the Senior Management Team in the region.  
 
Your main duties and responsibilities will be: 
 
  • Ensure the implementation of adequate safety measures in DRC operations in Afghanistan, Iran and Pakistan, including the support for Heads of Safety in the three operations in providing timely and practical safety related information to the Country Director Afghanistan and staff[CLAC1] , which includes analysis identifying key personal safety aspects, implications on humanitarian access and possible impacts on organizational reputation. 
  • Assist Heads of Safety in ensuring country, regional and HQ staff are kept regularly updated in a timely manner on security developments, providing required briefings and incident reports, and ensure that all personnel receives security updates, alerts and warnings when the situation warrants it. 
  • Update operational safety tools (e.g. standard operating procedures, minimum operating standards, contingency plans) in accordance with DRC’s Safety Risk Management System and monitor staff compliance in close coordination with the safety management teams in the three countries. 
  • Identify shortcomings and conduct capacity building to improve staff ability to manage risk by knowledge and awareness of general and country-specific security management guidelines and processes as required.
  • Evaluate access prospects for new operations and facilitate programme access/continuity through the provision of informed advice adopting the cornerstone principles of acceptance, deterrence, protection, in coordination with three safety teams in order to improve access. 
  • Based on an assessment of training needs, develop, support, facilitate and/or deliver safety training to all staff members and partake in regional training initiatives. Become familiar with/instruct DRC Afghanistan’s Personal Awareness Safety Training (PAST) and Hazardous Environment Awareness Training (HEAT). 
 
About you 
To be successful in this role you must have:
  • University degree in relevant discipline (political science, peace & conflict studies, history, etc.) 
  • Excellent communication skills and fluency in written and spoken English 
  • Minimum five years of work experience in volatile contexts and conflict-affected environments 
  • Minimum five years of INGO/IO/Development Aid safety and security management experience with a proven ability to develop and implement effective and contextualized protocols and systems  
  • Preferably two years of experience working in Afghanistan 
  • Strong analytical as well as writing skills and the ability to provide conflict analysis 
  • Well-versed in data collection/management 
  • Experience with delivering safety-related training to both national and international staff members. 
  • Ability to train and convey information to non-safety personnel 
  • Strong initiative and self-motivated, with a strong commitment to humanitarian principles 
 
Desirable 
  • Understanding Dari/Pashto language is a strong advantage.  
  • Ability to multitask and cope with competing demands under tight deadlines  
  • Ability to establish and maintain good working relationships in a multi-ethnic, multicultural and multi-disciplinary environment 
  • Previous exposure to Hazardous Environment Awareness Training is an advantage 
  • Proven ability to prioritize tasks and meet deadlines 
  • Stable and robust character with excellent interpersonal and teamwork skills

We offer 
Contract length: 12 months
Level: A5 
Duty Station: Kabul, Afghanistan with travel in the region. Unaccompanied, non-family duty station
