In Myanmar, International IDEA has worked in three main areas: electoral processes; transition to democracy, and parliamentary support. IDEA supports inclusive, democratic elections through capacity assistance to the Union Election Commission, political parties, civil society, media and other democratic stakeholders. This is part of the Support to Electoral Processes and Democracy (STEP Democracy) project, funded by the European Union.

In the STEP Democracy programme, the European Union provides support via eight organisations; four international organisations, International Institute  for  Democracy  and  Electoral  Assistance  (IDEA),  the Danish Institute for Parties and Democracy (DIPD), Democracy Reporting International (DRI), and the  Friedrich  Naumann  Foundation  (FNF); and four local organisations, Myanmar Egress, Hornbill  Organization,  the Scholar Institute and Naushawng  Education Network, which are implementing voter education programmes with FNF.  STEP Democracy has a strong commitment to an open and flexible approach to democratic reform which is mindful of the rich history and cultural diversity of Myanmar and which does not seek to impose solutions.  

The Finance and Administrative Assistant will provide finance and administrative support, co-ordinate events, assist with the preparation of documents and maintain records and files for the Nay Pyi Taw office.

Duties and Responsibilities

  • Processes invoices, project advance requests, and project expenditure reports;
  • Checks completeness, validity, accuracy and security of project financial documents before and/or after payment and follows up on issues;
  • Liaises with the Finance and Administrative Officer in Yangon on financial issues and submits monthly returns in time;
  • Supports the Finance and Administrative Officer in Yangon, with development and monitoring of financial management information systems;
  • Improves and maintains compliance of transactions with International IDEA’s procurement policy; including the collection of quotes and ensuring payments are according to signed commitments and implemented according to terms of agreement/contracts;
  • Maintains and updates the asset register for the Naypyitaw office;
  • Assists with expenditure control in relation to the office ensuring to check against budgets;
  • Checks compliance of financial documents with International IDEA’s financial and operations manual before payment;
  • Supports the Associate Program Officer in organizing meetings, conferences and workshops, including budget control;
  • Organizes staff travel including cost control, travel advances, travel claims and other associated issues; when applicable, assists external consultants;
  • Assists with the registration of internal/external communications and institutional documents, in liaison with the Archivist;
  • Registers all personnel leave requests;
  • Assists with the update and maintenance of the Institute’s internal website.

Education and Experience

  • University degree in accounting, finance or other relevant discipline. Solid work experience may be accepted in lieu of a university degree
  • A minimum of 2 years of experience;
  • Experience of working in an international context, e.g. in an intergovernmental organization, considered an advantage.

Terms of Contract:

Local Post. Two (2) year fixed term appointment. Salary MMK 924 100.
