Context:

The International Organization for Migration is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM in Greece implementing a wide range of migration management activities including the organization of a series of camps where migrants are to be accommodated; activities in the sites where camps will be organised are defined in close cooperation between the Government of Greece and DG ECHO (European Civil Protection and Humanitarian Aid Operations).

Under the overall supervision of the Regional Director (RO Brussels) and the direct supervision of the Chief of Mission (CoM), the successful candidate will be responsible for the management and implementation of the second phase DG ECHO project focusing on protection related issues as well as camp management and limited construction/refurbishment; responsibility shall also include monitoring and evaluation as well as relations with relevant counterparts, donors and stakeholders. The position is based in IOM Athens but shall require travels to the locations where the project activities will be implemented.

2. Supervise the project staff, including hiring, assigning duties and giving feedback to staff members on their performance on a regular basis to ensure the highest standards of work and operational capacity.

3. In coordination with the CoM, provide guidance and advice to programme staff on policies and procedures related to emergency programmes.

4. Ensure compliance of operations with IOM rules, regulations and policies also ensuring continuous review of project’s implementation strategies as well as provide guidance and suggest corrective measures and actions to be taken as necessary.

5. Ensure achieving maximum efficiency in programme delivery as well as measure and share results with senior staff and counterparts.

6. Assist the CoM in maintaining close working relationship with the relevant government authorities, IOs and other emergency operations stakeholders to assure the compliance with the planned activities and forecasted results as formulated in the approved projects’ documents, to coordinate and promote new activities, and to raise funds for projects. 7. Assist the CoM in monitoring and analysis of the operating environment, quick re-adjustment of the operations, advice on legal considerations and risk assessment. 8. Representing IOM when requested by the CoM, and organizing and participating at the regular meetings with the stakeholders to ensure their buy-in for the IOM emergency response activities based on the participatory and inclusive working methodology. 9. Provide quality advice to CoM on all aspects of the Operations of the second phase ECHO Project as well as regular updates on the status of the implemented projects; Identify areas for improvement and make relevant recommendations.

10. Prepare reports, briefings, background information, narratives and statistical analysis as necessary and required. Coordinate with relevant units within IOM to secure endorsement and ensure that the donor reports are submitted within the set deadlines. 11. Take part in the analysis of budgets utilization and discuss with RMO and CoM any deviations to the approved donors’ agreements.

12. Undertake duty travel in the locations relevant to the project assessments and implementation, liaison with counterparts and problem solving, as requested and regularly update the CoM.

13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, Business Administration, International Relations, Communications, Law or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience. Experience

• Substantial field experience in emergency and/ or post conflict/transition/early recovery, with Page 2 / 4strong knowledge of IOM project life cycle;

• Relevant experience in protection related issues particularly in emergency context ; • Knowledge of donor funding mechanisms and requirements and excellent interpersonal skills to handle donor liaison are essential;

• Superior reporting and writing skills;

• Knowledge of EU policies and procedures and management of migration flows in EU MS. Languages

Fluency in English is required.
