The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Since its creation in 2014, the Emergency Response Section (ERS) in Field Operations (FO), has worked on developing systems and capacities for improved emergency response, both in start-ups and for existing operations facing sudden changes in their context or unexpected staffing gaps. As part of an organisational strategic initiative 2018-2020 related to Human resources, FO and ERS is the owner of the initiative referred to as “Roving Human resources capacity”.

The purpose of the Head of Unit ( HoU) position is to assume the regular responsibility for management and development of the pool of Global Roving positions as well as the Surge Capacity Roster in ERS, promoting learning, staff retention and timeliness with a high focus on quality.

Job description

Specific responisbilities:
• Strategic development of roving/rotating staff modalities in close cooperation with Talent Management project.
• Responsible for continued professional updates on talent acquisition and retention trends and strategies, for future development of modalities in staff mobilities.
• Plan and implement recruitment of Global Roving and identification of Surge profiles.
• Regular follow up Global Roving staff, including overall performance management, proper induction, assignment tracking, leave tracking, staff development, resilience management and debriefing .
• Optimize the systems and processes for identification, prioritisation and deployment of Global Roving and Surge Capacity roster staff.
• Direct line management of Surge Capacity and Roving staff adviser.
• Identification of internal and external capacity building intiatives and for Roving and Surge staff.

Generic responsibilities
• Develop systems and implement specific HR procedures, SOPs, guidelines and tools in the section.
• Ensure control mechanisms in HR in start-ups managed by ERS.
• Ensure induction, guidance, support and capacity building to Roving and Surge Capacity staff and line managers in start-ups managed by ERS.
• Provide regular HR analysis and statistics for the section, including human resource gaps and needs at field levels.
• Provide support to senior line managers in personnel issues, conflicts and eventual legal issues.
• Provide HR support and staff care after incidents or particular stressful situations.

Qualifications

• Experience from working in complex and volatile contexts.
• Documented/proven results related to the position’s responsibilities.
• Knowledge about own leadership skills/profile.
• Field experience from line management of staff, preferably from both HR and project/programme management.
• Experience in managing multi-disciplinary staff.
• Experience from working in and remote management settings.
• Experience with start-up, exit or similar processes.
• Fluency in English, both written and verbal, French an asset.
• Valid driver’s license.
