DRC is seeking a dynamic and capable Livelihoods Coordinator to join, strengthen and develop the livelihoods teams in Kachin and Northern Shan

DRC has worked in Myanmar since 2009 providing humanitarian and infrastructure assistance to victims of cyclone Nargis in the Ayeyarwady Delta in southern Myanmar. In 2011, DRC/DDG expanded its activities to Rakhine and Kachin, and in 2013, to South Eastern Myanmar.  
 
In Kachin, DRC has been responding to the emergency needs of IDPs in camps and in camp like situation since the breakdown in the cease-fire agreement in June 2011. NSS office opened in 2016 to respond to the ongoing armed conflict between ethnic armed groups and the military in the region. The work includes multi-sectoral programming to address the evolving needs of the displaced and conflict-affected populations in both Kachin and Northern Shan States. The programme currently includes construction and maintenance of temporary shelter, livelihood support, community-led protection outreach and monitoring, individual protection assistance and case management, child protection, combatting human-trafficking, mine risk education, training and awareness raising. 
During April – September 2017 research was conducted in Kachin and Northern Shan states following on from an impact assessment in 2015 to look at ways to improve and develop livelihoods activities in Kachin and to start implementing livelihoods activities in Northern Shan. This position would play an essential role in the implementation of the recommendations.  
 
 
Duties and Responsibilities
The Livelihood Coordinator will have the following responsibilities:  
 
Program development and strategy 
  • Provide leadership when it comes to developing and enhancing the quality of livelihood programs implemented by DRC Kachin and Northern shan  
  • Working closely with DRC protection programming and the Mine Risk Education programme to ensure livelihoods enhance protection outcomes and vice versa 
  • Supervise the startup of livelihoods programming in Northern Shan State 
  • Active leadership/engagement with the Nutrition/Food Security/Livelihoods Sector, other relevant clusters/sectors, and other major actors in helping to shape livelihood approaches and durable solution strategies in Kachin and Northern Shan State. 
  • Develop and lead needs assessments which propose concrete and feasible solutions for IDPs and villages in terms of livelihoods and social cohesion focusing on Community Driven Development. 
  • Continue to develop the vocational training curricula, opportunities, and expertise within the DRC program 
  • Pay particular attention to the design, testing, and evaluation of cash-based programming to inform DRC programming. 
  • Implement recommendations from research and evaluations conducted in the last 3 years.  
 
Project Management  
  • Take leadership of the Kachin and Northern Shan livelihood program in terms of high quality and timely deliveries, narrative reporting and financial overviews, close cooperation with donors, Government counterparts and coordination mechanism on site and in synergy with other DRC interventions in the area. 
  • Provide line management to national staff members in both States. This includes coaching, ensuring coordination among national staff, recruiting, and capacity development of staff. 
  • Provide remote engagement with and support for other livelihood interventions within DRC programs in Myanmar, including field visits for training and monitoring. 
  • Hold responsibility for the management of the livelihood programming budgets and ensure accountable spend down of budgets. 
 
Accountability 
  • Guided by the DRC Programme Handbook, continuously monitor and develop relevant accountability initiatives within the Livelihood Program as well as strengthening the effort to document the impact of its activities. 
  • Strengthen monitoring and evaluation mechanisms and programming feedback loops as activities evolve within the rapidly changing Kachin and Northern Shan contexts. 
 
 
About you 
To be successful in the position you should meet most/all of the following requirements: 
 
  • A minimum of 5 years’ project management experience with humanitarian response in displacement-related contexts, preferably in camps and camp-like situations. 
  • A minimum of 3 years implementing livelihoods programming in displacement related contexts. 
  • Advanced university degree in international development, agronomy, economics or similar or  2 more years of relevant experience 
  • Strong experience in livelihood support, including vocational training, small-business support Cash programming and Community Driven Development 
  • Experience of being responsible for managing a livelihood project portfolio across different donors and project sites 
  • Experience of being responsible for  project cycle management including proposal writing, budget monitoring, monitoring and evaluation, and reporting  
  • Experience of managing and leading team of livelihood staff and coordinating with other sectoral coordinators and support departments. 
  • Solid experience in participatory approaches and facilitation skills 
  • Strong interpersonal communication and writing skills. 
  • Ability to work both independently and as part of a team. 
  • Experience in training and capacity building. 
  • Cultural sensitivity and adaptability. 
  • Professional fluency in English. 
  • Experience of data management and the creation of databases and M&E tools desirable.

Duty station 
Mytikyina, Kachin State, with frequent travel to Northern Shan State, within Kachin and to Yangon as needed. 
 
 
We offer 
DRC will offer the successful applicant a contract for 12 months. Envisaged start date is 1 November 2017. Myitkyina is a non-family duty station.
