The Investment and Policy Solutions Division (IPSD), based at GGGI's Seoul headquarters works with programs in countries and on (global) projects, by:

  • Providing technical and financial know-how through advice to country programs in the areas of energy, green cities, land-use and water;
  • Addressing the financing gap in GGGI’s partner countries by developing bankable projects, designing risk-mitigating financial instruments, and establishing National Financing Vehicles (NFVs);
  • Working with the Green Growth Planning and Implementation Division (GGP&I) on the development of service offerings (in GGGI’s four main focus areas) and related methodologies (delivery approaches);
  • Converting experience gained through country activities and engagement in international networks into elements of South-South cooperation programs, sub-regional knowledge sharing programs and national level capacity building activities;
  • Collaborating with the Green Climate Fund (GCF)[1] to support its National Designated Authorities (NDAs) in developing countries to support countries for enhanced access to international climate finance under  GCF’s Readiness Program.

POSITION SUMMARY

Since April 2016, GGGI has been supporting the Government of Mongolia and the Mongolian Bankers Association (MBA) to establish the Mongolia Green Credit Fund (MGCF) to bring long-term finance to projects and companies that stimulate green growth as well as to meet its goals in the National Green Development Policy (NGDP) and National Determined Contribution (NDC) under the Paris Agreement.

The successful candidate will lead the establishment of the MGCF by supporting Funding Proposal (FP) development to GCF and other investors, ensuring its capitalization, overseeing the development of its bankable project pipeline, managing the fund’s registration/establishment, and facilitating communication between its stakeholders.


[1] The Green Climate Fund (GCF) is an operating entity of the financial mechanism of the United Nations Framework Convention on Climate Change (UNFCCC).  Access to Fund resources will be through national, regional and international implementing entities accredited by the Board. Direct access by national public and private entities will be a key feature of the Fund in line with a GCF’s commitment to country ownership. The Government of Mongolia nominated Ministry of Environment and Tourism (MET) to be the NDA to liaise with the GCF and MET designated GGGI to be its Delivery Partner to implement this project.

PURPOSE

The Specialist will direct all preparatory activities leading up to the establishment and capitalization of the fund. He/she will also manage the fund’s initial investment operations under the overall guidance of the fund manager while acting as a focal coordinator among its key stakeholders.

ENGAGEMENT

The successful candidate will support the country and investment teams in engaging government/private sector stakeholders as well as prospective end-users of the green and affordable residential buildings. He/she will also assume managerial responsibilities with respect to researchers in the team who are conducting market assessments.                                                                                                                                        

DELIVERY

The specialist will be responsible for the following tasks:

 Capitalization and operation of the fund. He/she will support the Fund Manager in obtaining seed funding from the Green Climate Fund and other potential investors (multilateral development banks, aid agencies, pension funds, charitable foundations, private equity, etc.) by

  • Preparing funding proposals
  • Initiating meetings to solicit interest
  • Developing a detailed business plan (including investment strategy and risk management strategy), operations manual, and management plan.
  • Finalizing MGCF’s institutional arrangement (legal structure, governance, financial management, etc. in consideration of regulatory requirements, legal requirements, forex risk transfers, and the management of foreign currencies)
  • Oversee the development of its bankable project pipeline. GGGI is conducting three market studies that will be subsequently developed into bankable projects for the MGCF, i.e. these will be one of the first projects into which MGCF will disburse its funds. He/she will manage GGGI staff working on these studies, carry out due diligence activities, and ensure that they are of sufficient quality and produced in a timely manner.
  • Manage the legal registration/establishment process. A local law firm will be supporting GGGI in registering the fund in accordance with Mongolian law, including the preparation and submission of requisite documents to the relevant government authorities. He/she will work closely with the law firm to monitor overall progress and conclude the fund’s legal establishment without undue delay.
  • Facilitate communication between stakeholders. The MGCF is a joint effort between several Mongolia government ministries, the Mongolian Bankers Association, commercial banks in Mongolia, GGGI, and other prospective financiers. He/she will prepare presentations as needed and organize key stakeholder meetings.
  • The successful candidate shall report to, and work under the close supervision of, the Principal Investment Specialist in Seoul HQ.

QUALIFICATIONS

  • Bachelor’s degree in Economics, Business Administration, Climate/Public Finance, Law, Environmental Studies, or any discipline related to the assignment.
  • Minimum 7 years of relevant experience in FP writing, project development, fund management, and proposal writing.
  • Prior managerial response leading a team to a successful outcome.
  • Demonstrated past working experience in project/program management and fund management as well as development of dissemination/marketing materials to stakeholders.
    • Demonstrated successes working with various public & private sector players for establishing partnerships and business development   
    • Demonstrated fluency in English, particularly in written English.  Fluency in Mongolian is not mandatory but an asset.
    • Prior experience working in Mongolia in the areas of clean heating, renewable energy, urban development, and/or waste/sanitation is a plus. 
    • Ability to work independently.
    • Highly organized with close attention to details.
    • Strong communication, analytical and writing skills
