Regional Adviser for the Platform on Disaster Displacement, Pacific region, based in Fiji - Expert Deployment/ NORCAP

NORCAP is the Norwegian Refugee Council’s expert deployment mechanism. It consists of several, world-leading standby rosters, comprising more than 1000 highly qualified women and men. NORCAP strengthens international and local partners’ capacity to prevent, prepare for, respond to and recover from crisis. We do this by delivering the right expertise, building strategic partnerships and advocating for more effective action.
NORCAP rosters’ experts work with UN agencies, humanitarian organizations, development actors and national stakeholders to build save lives, build resilient communities, ensure peaceful transitions from conflict and promote sustainable governance.

The Platform on Disaster Displacement (PDD) was established on 1 July 2016 to follow up on the work started by the Nansen Initiative on cross-border disaster-displacement and to implement the recommendations of Nansen Initiative Protection Agenda. The overall objective of PDD is to strengthen the protection of people displaced across borders in the context of disasters, including those linked to the effects of climate change, and to prevent or reduce disaster displacement risks.
In collaboration with the Platform on Disaster Displacement, NORCAP is currently recruiting a Regional Advisor for PDD in the Pacific region (9 months deployment).

Job description

• Support the implementation of the PDD Workplan and Strategic Framework 2016-2019 in the Pacific region.
• Represent the PDD Coordination Unit in the region, follow-up on the previous work of the Nansen Initiative and PDD in the Pacific and provide technical support upon request to governments and regional organizations, including through drawing on the technical capacities of regional and global PDD Advisory Committee members.
• Establish a coordination mechanism for liaising with regional PDD Advisory Committee members and act as a regional focal point for PDD in the region, and organize regional coordination meetings as appropriate.
• Support and coordinate ongoing efforts to develop regional mechanisms/frameworks to address the needs of people displaced or moving across borders in the context of disasters, including the adverse effects of climate change (hereinafter: disasters).
• In close coordination with the Government of Fiji and other relevant regional and international stakeholders, support the preparation of a regional governmental consultation on human mobility in the context of disasters.
• Support ongoing national processes on planned relocation, including finalization of national guidelines (e.g. Fiji) and support the development and application of guidelines/guidance/standards for other PICTs.
• Participate in relevant coordination mechanisms/pillars established to support implementation of the ‘Framework for Resilient Development in the Pacific – An integrated Approach to Address Climate Change and Disaster Risk Management (FRDP)’.
• Support and coordinate efforts to follow up on the Pacific Climate Change and Migration Project (PCCM) and the outcomes of the ‘Regional Meeting on Climate Change and Migration in the Pacific’, from 7-9 December 2016 (hereinafter ‘Action Plan’).
• Liaise and coordinate with other relevant regional programs and projects on climate change and human mobility, and in particular those implemented and supported by GIZ and the European Union.

Qualifications

• Master’s Degree in a relevant area of Law, Social Sciences, International Relations or Political Science.
• A minimum of 5 years of work experience in relevant areas of disaster risk management, human rights, international protection, international migration, climate change adaptation /climate change policy.
• Familiarity with the Nansen Initiative/PDD process.
• Experience working in the Pacific.
• Excellent written and oral skills in English required. French an asset.

Education level

  • College / University, Master / Phd grade

• Ability to work in a collaborative manner with team members and with multiple stakeholders at various levels from national to sub-national and community levels.
• Excellent communication and interpersonal skills, including cultural sensitivity.
• Demonstrated ability to work effectively in highly stressful situations.
