Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate act ion and channels significant financial resources into developing countries to help build low -emission and climate- resilient societies. It is country -driven and undertakes actions which reflect the circumstances of each country concerned and its national a spirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.

Since its establishment, the GCF has mobilized 10.3 billion USD, accredited 54 entities to channel its resources and approved 43 funding proposals. In addition, it has bu ilt up an extensive program to support developing countries identify their needs, in particular those who are most vulnerable to climate change impacts. The GCF’s diverse workforce is advancing its mission from its headquarters in South Korea. The Monitoring and Evaluation Specialist is responsible for guiding the overall monitoring and evaluation activities within the Secretariat. S/he will provide strategic and technical leadership for the development and implementation of the monitoring and evaluation policies, strategies and frameworks.

Duties and responsibilities

Under the guidance and supervision of the Portfolio Management Unit (PMU) Head, the Monitoring and Evaluation

Specialist will be responsible for: • Coordinating the development, implementation and maintenance of the Secretariat internal monitoring and reporting system, this includes defining the necessary key performance indicators and develop online

reporting tools for visualizing the status of the Secretariat operations through scorecards and dashboards;

• Coordinating the monitoring and evaluation activities with the knowledge management function of the

Fund;

• Providing support in the preparation of documents, reports, operational guidelines, tools and other products,

as directed by the Senior Management Team and/or the Executive Director;

• Providing support on the development of operational guidelines/policies w ith respect to portfolio

management and monitoring and evaluation;

• Developing and implementing the Fund’s Results and Performance Measurement Frameworks and

Monitoring and Accountability Frameworks;

• Coordinating and providing technical support for monitori ng the compliance of the accredited entities with

their accreditation standards and criteria set in the Fund Monitoring and Accountability Framework;

• Guiding implementing entities, as needed, for the monitoring and reporting on their Fund- supported

portfolio performance during implementation;

• Tracking performance on established output, outcome and impact indicators to measure achievement and

track progress towards intermediate results and overall program strategic objectives;

• Proactively inform and advise th e Senior Management Team on findings coming from the project

performance reviews and assure timely coordination and delivery of the relevant reports;

• Developing a monitoring system to harmonize and, where possible, standardize the indicators and processes

which are used in different countries, with different program and implementing entities;

• Tracking performance on a country-by-country basis, considering the different levels of national capacities

for monitoring and evaluation and support, when possible an d needed, the development of country -led

monitoring and reporting system for GCF financed projects and program;

• Identifying potential issues in monitoring and evaluation and providing remedial measure proposals and

corrective actions as appropriate; and

• Training, mentoring and coaching the Fund’s staff on monitoring and evaluation-related matters as well as

provide the right tools and support to National Designated Authorities and Focal Points, national accredited

entities and other relevant stakeholders.

Expected experience and qualifications*

• Master’s degree in business administration, economics, finance, statistics, engineering or other relevant

fields;

• A minimum of 9 years of experience in monitoring and evaluation of results for a diverse portfolio of

activities, including climate change projects and program, with proficiency in statistical analysis;

• Experience with the logical framework approach to monitoring as well as quantitative, qualitative and

participatory monitoring approaches;

• Ability to draw out the information collected to deliver relevant knowledge-sharing products to stakeholders

(for example, on which mitigation interventions are most cost- effective and which adaptation actions are

most impactful on the ground, etc.);

• Strong organizational skills and focus on details;

• Ability to multi-task and meet strict deadlines;

• Proven ability to work creatively and independently both in the field and in the office;

• Knowledge of organizational policies;

• Interpersonal communication skills;

• Ability to define problems, collect data, establish facts, and draw valid conclusions;

• Suitability to undertake the responsibilities mentioned above at the required level, with the following:

(a) Proven application of expertise

(b) Able to act as a team leader when required, with supervision from the team head

(c) A team-player with a proactive and can-do attitude

• Excellent written and oral communication skills in English are essential for this position; knowledge of

another UN language an advantage.*The person assessed by the Selection Panel as most suitable for the position will be proposed for appointment. The above criteria should be se en as indicators of the experience and skills that would qualify candidates for

consideration. Selection among short -listed candidates will also take into account performance at interview,

appropriate testing, and references.
