Context:

States have increasingly called upon IOM to assist in addressing complex emergency response challenges, including the provision of NFI and shelter programming for a variety of emergency scenarios. The Project Officer (NFI/Shelter) will work on programming aimed at providing essential NFI/shelter services to beneficiaries in need, as well as strengthening coordination mechanisms amongst stakeholders.

Under the direct supervision of the Emergency Coordinator and overall guidance of the Chief of Mission, the successful candidate will assist in the monitoring of programming related to NFI/Shelter.

Core Functions / Responsibilities:

1. Implement and monitor NFI/Shelter activities for Burundi including liaison and information sharing with different governmental entities, UN agencies, NGOs, and the international donor community. Review the technical aspects of projects and propose action to resolve issues. 2. Monitor the financial, and administrative components of NFI/Shelter projects in close coordination with relevant mission units and RO/HQ/MAC/PAC units, local governmental authorities, international and regional institutions, as well as partners' organizations in the public/private sector.

Page 1 / 33. Draft regular project reports in a timely manner according to IOM and donor formats, in close coordination with mission team and Project Development and Support Unit colleagues. 4. Coordinate closely with IOM’s Camp Coordination and Camp Management (CCCM), Displacement Tracking Matrix (DTM) teams, and the Resource Mobilization Unit (RMU) to ensure project activities are conducted in a timely and professional manner in line with project work plans.

5. Oversee daily operations of NFI/Shelter programmes including assisting with design of shelter layouts, supporting technical assessments, monitoring construction work, and in coordination with the Procurement and Logistics Unit, drafting technical documents such as Bills of Quantity (BoQ), Requests for Quotations (RfQ) and Requests for Proposals (RfP).

6. Participate in relevant conferences, workshops, meetings and technical working groups, as well as other forums to facilitate coordination and exchange of information. Identify potential opportunities and partnerships with other actors at the technical and operational levels. Draft portions of project proposals and corresponding budgets.

7. Conduct desk research and evaluate local context on NFI/Shelter issues and prepare background information to support the development of new project proposals.

8. Supervise and train NFI/Shelter support staff.

9. Contribute to the development of public information tools, including but not limited to success stories, newsletters, and press releases.

10. Perform such other as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Development Studies, Political Science, International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience. Experience

• Experience related to NFI/shelter including project management, coordination, capacity building, etc;

• Experience living in an emergency context, particularly within French-speaking or East Africa; • Experience liaising and negotiating with government officials, donors, UN personnel, NGOs, and other stakeholders;

• Experience in project management including management of budgets and staff;

• Strong writing skills a distinct advantage;

• Excellent computer skills, including with Microsoft functions such as Word, Excel, Powerpoint, etc.

Languages

Fluency in English is required. Working knowledge of French is an advantage.

Internationally recruited professional staff are required to be mobile.
