Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

Under the direct supervision of the Chief of Mission (CoM) in Timor Leste, and with thematic guidance from the Migrant Assistance Division specialists at the Regional Office for Asia and the Pacific in Bangkok and at Headquarter (HQs) in Geneva, the successful candidate will be responsible for the development, coordination and implementation of counter-trafficking projects funded Office to Monitor and Combat Trafficking in Persons (J/TiP) under the United States State Department.

Core Functions / Responsibilities:

1. Carry out capacity assessments in order to develop and implement evidence-based training, including training-of-trainers, for key national counterparts and Civil Society Organizations (CSOS) partners.

2. Provide support to the Inter-Ministerial Trafficking Working Group (ITWG), including organizing and co-chairing regular meetings and contributing to any restructuring efforts. 3. Support finalization and implementation of the Draft National Human Trafficking Law and development of implementing regulations through the ITWG and provide ongoing technical support to the proposed National Anti-Trafficking Commission.

4. Provide technical guidance and oversee the conduct of baseline assessment on human trafficking for Timor-Leste.

8. Administer and oversee sub-grants to CSO partners, ensuring timely progress against project results, accurate budgeting and financial reporting by CSO partners.

9. Prepare financial and narrative donor reports for all counter-trafficking projects; and ensure counter-trafficking programme visibility through preparation of situation reports, press releases, and local reports.

10. Develop and maintain relationships with government authorities, national and international organizations, NGOs, and UN agencies and promote IOM and its counter-trafficking activities in Timor-Leste.

11. Represent IOM at local, regional, and international forums that address counter-trafficking issues and promote IOM activities, expertise, and capacity related to counter-trafficking. 12. Support the identification of potential donors and the assessment of donor priorities for Timor-Leste in the region. Work closely with the COM in seeking funding opportunities and donor liaison for IOM counter-trafficking projects.

13. Maintain a close working relationship with donors so as to ensure the donors are aware of the project’s progress vis-à-vis indicators and any related challenges or changes in the project’s work plan.

14. Provide regular briefings on progress against objectives to the CoM in particular. 15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Development, Law, Social Sciences, Humanitarian Assistance or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience. Experience

• Experience in counter-trafficking, human rights, international law community development, project formulation, administration and evaluation;

• Experience in working with Timor-Leste Government agencies in the area of disaster management and risk reduction;

Page 2 / 4• Excellent writing, communication and negotiation skills, and the ability to establish working relationships with governmental authorities, other national/international institutions and NGOs; • Familiarity with financial management;

• Ability to prepare clear and concise reports;

• Excellent analytical skills, including the ability to perform a variety of conceptual analyses required for the development, implementation and evaluation of projects;

• Ability to supervise staff;

• Effective resource management skills;

• Good level of computer literacy, including database application.

Languages

• Fluency in English is required. Working knowledge of Tetum, Portuguese and/or Bahasa Indonesia is an advantage
