About NRC in Afghanistan

NRC has been operating in Afghanistan since 2003, and we have offices in 9 provinces; Balkh, Faryab, Herat, Kabul, Kandahar, Khost, Kunduz, Nangarhar and Badghis. We work with Afghan returnees, refugees, internally displaced people (IDPs) and other communities affected by displacement. Through information counselling and legal assistance (ICLA); education; shelter; water, sanitation and hygiene (WASH); and emergency response programming we build resilience and reduce vulnerability in the affected areas. At the same time we actively promote humanitarian access to reach more people in need.

About the position: Monitoring and Evaluation Adviser- Consortia 

This short term role (4 months) of the M&E Adviser is to establish and implement systems and procedures (and build staff capacity accordingly) that promote evidence-based decision-making, programme and project performance, and internal management for NRC-led consortia in Afghanistan.

 Generic responsibilities

1. Adherence to NRC policies, guidance and procedures
2. Responsible for design, development and implementation of M&E systems, including M&E SOPs, guidance and tools.
3. Advise management on M&E solutions/options in the design of M&E staffing, resourcing and budgeting for M&E, and M&E priorities for the country office.
4. Participate in programme design and proposal discussions, including theory of change development, log frame design and budgeting for M&E.
5. Support programme staff in planning for and executing M&E, including, data collection methodology and tools and data management, analysis and use.
6. Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment or review.
7. Contribute to organisational learning through supporting specific analysis, lessons learned and reports.
8. Line management and/or technical supervision of the M&E team as per consortia staff
9. Capacity building and training of programme and M&E support staff on M&E technical and conceptual areas.
10. Supervise and mentor M&E support staff in executing M&E plans.

Specific responsibilities

1. Review and redevelop in a participatory manner the theories of change and logical frameworks for the NRC consortia for DFID and Dutch MFA
2. Take ownership of consortium M&E systems, processes and outcomes, particularly for durable solutions with DFID and Dutch MFA,
3. Preparing an M&E handbook (including data collection tools and field methods guidance for both output and outcome-level indicators) for consortia and relevant training for NRC and consortia partner staff
4. Provide monthly project monitoring reports for consortia
5. Develop accountability mechanisms for NRC-led consortia programming in Afghanistan, and implement selected options to ensure robust Accountability to Affected Populations

Our ideal candidate have at least 2-3 years experience in creating and leading the implementation of M&E systems for an international NGO, and 5 years experience working in an emergency or post-conflict setting.

Generic professional competencies for this position:

• Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods
• Understanding of data and information needs for program management and decision making
• Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies
• Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods
• High level English language proficiency (speaking, reading, writing)
• Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access)
• Experience using SPSS, STATA, Epi Info, or R

Contract period:  4 Months 

Salary/benefits: According to NRC's salary scale and terms and conditions

Duty station: Kabul, Afghanistan, with up to 50% travel in country

This is an unaccompanied post/non family duty station, with shared housing/ accommodation of moderate standard.
Due to the unstable security situation, recreational and social facilities are limited. 
All international staff working and residing in Afghanistan are obliged to pay income tax to the Afghanistan authorities. 
Approved health certificate will be requested before contract start. 
Selected candidate need to provide certified University diplomas prior to applying for visa to Afghanistan
