OBJECTIVES OF THE PROGRAMME

The objective of the programme is to provide leadership and support in building national capacity for implementing WHO technical guidelines, norms and standards relating to national health plans and policies ,access to primary care services, health technology assessments and finances , Human resources for health and to regularly evaluate and analyze national and subnational health systems and trends using comparable methods, taking into account national, regional and global priorities, and to ensure UHC is achieved.

DESCRIPTION OF DUTIES

Under the direct supervision and guidance of WHO Representative to Sri Lanka (WR) and with the guidance of Public Health Advisor and in close collaboration with the Regional Advisors of Department of Health Systems Development , as a member of the country team, will interact with the national authorities, donors, and development partners towards strengthening  the national health policies and evaluating system in the areas related to health policies, strategies and planning , new models development  for service delivery, evidence generation for primary care reforms, Human resource development and training ,health technologies and financing , healthcare quality and patient safety . Incumbent will further support and coordinate the country   capacity in achieving Universal health Coverage (UHC) and reporting on global and regional targets across the programmes.
 

1.  Provide assistance to Ministry of Health on the development, implementation, and evaluation of technical programs in the areas of health policy ,health diplomacy and governance , health services organization and management in achieving universal health coverage.

 

2.  Provide technical assistance to the Integrated Health System matters related to health services development, integrated health care delivery networks, quality of care and inter-programmatic initiatives on NCD, family, gender and life course.

 

3.  Assist in developing tools, guidelines and innovative approaches to facilitate learning and evidence-based informed policies on primary health care reforms -shared care cluster system related to strengthening the national health care system by expanding access to primary health care for tackling inequities and determinants of health up-stream in primary health care.

 

4.  Support in developing and designing of performance measurement and evaluation framework, including resources needed for analyzing and interpreting data and implementing corrective actions for quality of care assurance, management and improvement in the framework of evidence-based practice in primary health care-led service delivery-shared care cluster system for primary care.

 

5.  Provide technical assistance on human resources policies ,strategies and plans to support the implementation of the access to health services including primary health care and capacity building of the healthcare workers to meet the health care challenges.

 

6.  Provide technical support on national policies on health technologies assessments, health financing strategies and analysis on reducing out of pocket expenditure to improve financial protection.

 

7.  Support in development and implement strategies for improving patient safety and quality of health services at the national level within the context of universal health coverage.

 

8.  Collaborate in the preparation of the Biennial Work Plan (BWP) and the execution of national technical cooperation, including the analysis of political, technical and socioeconomic realities.

 

9.  Draft necessary technical reports and documents as per requirements of the Organization, and to assist in preparation, organization and following-up of WHO-organized meetings.

 

10.  Undertake any other related duties as assigned by the supervisors.

 

Achievement activities include\:

1.  Successful coordination of development of shared care cluster system for primary care development.

 

2.  Successful implementation of GoSL/WHO collaborative programme in the area of National health policies, strategies and plans (4.1) and Integrated people-centred health services ( 4.2)

 

3.  Effective WHO participation in implementation and evaluation of health systems policies and plans.

 

4.  Coordination among local partners and international partners

REQUIRED QUALIFICATIONS

Education

Essential\: Degree in public health sciences from a recognized university


Desirable\: Professional training in evaluation , policy analysis , health system analysis, epidemiology information management systems, health programme management

Experience

Essential\: At least 5 years of relevant working experiences at the national or sub-national level in advance monitoring and evaluation of programmes, policy analysis, planning/programming, research related to Health system analysis


Desirable\: Experience in establishing harmonious relationships with partners, within and outside of government. Familiarity with UN system in general and WHO in particular. Proven track record in managing primary care projects, developing evidence and operational research projects.

Skills

Good knowledge and experience in health policy and strategies, Health system evaluation and analysis, advance research methodologies, statistics , Health surveys and mapping. Skills in programme planning/development, health workforce training, monitoring/evaluation of interventions and in development of locally-adapted tools and instruments. Familiarity with functioning of government and its institutions. Good communication skills with proven aptitude for effective verbal and written communication. Ability to interact with health professionals at various levels. Ability to think strategically and work under tight deadlines on a results-oriented basis. Ability to develop innovative approaches and solutions. Ability to motivate and manage colleagues to engage in broader aspects of work as part of a team beyond individual areas of work. Ability to demonstrate effective interpersonal skills by working harmoniously as a member of a team, adapting to diverse educational, socio-political and cultural backgrounds and maintaining a high standard of personal conduct.

 

Other skills (eg. IT)\: Proficient in Microsoft Office & Statistical Packages. Training in Oracle-based or other ERP systems is an asset. Use of mapping software.

REMUNERATION

Remuneration comprises an annual base salary starting at LKR 5,425,498 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
