During the last two decades, International IDEA and the Electoral Processes Unit (EP) have become premier conveners of experts and knowledge for electoral practitioners around the world. Because of International IDEA’s non-prescriptive approach, democratic values upheld by its member states, and EP’s achievements in serving as a facilitator and leader in development of fundamental electoral handbooks, databases, and tools, EP has developed strong, ongoing relationships with national and international stakeholders around the world who greatly appreciate EP and other International IDEA knowledge products.

The Programme Officer will work primarily work on the Professional Development and Resources Project, the Elections Conflict & Security Project and the Electoral Risk Management Project. 

Duties and Responsibilities

Professional Development and Resources Project:

  • Takes a leading role for the Building Resources in Democracy, Governance and Elections (BRIDGE) project & ACE Electoral Knowledge Network project on behalf of IDEA;
  • Supports the development of curriculum materials and associated pedagogical materials; 
  • Actively promotes the effective use of BRIDGE courses, modules and materials;
  • Supports International IDEA regional staff implementing electoral capacity building workshops;
  • Supports professional development initiatives for International IDEA staff relating to BRIDGE;
  • Develops knowledge resources on the topic Electoral Management Design with a focus on Electoral Training, Education and Resource Facilities;  
  • Regularly organizes and presents at events (workshops, roundtables, conferences).

Elections Conflict & Security & Electoral Risk Management Projects:

  • Develops and updates curriculum materials and associated pedagogical materials;
  • Facilitate peer-exchange among communities of practice;
  • Contribute to development and update of knowledge resources and promotional materials;
  • Provide technical training on Electoral Risk Management tool to external stakeholders and IDEA regional staff;
  • Support International IDEA regional staff implementing Electoral Risk Management Tool related projects.

  • Requires in-depth knowledge, excellent skills and relevant experience in their field;
  • Will contribute significantly to assigned projects all along the project life cycle, i.e. from project design and funding to project assessment; will lead meetings and discussions, supervise publications and review input from external providers;
  • Has contributed to publications on the relevant subject; is recognized as a knowledge resource in his/her broad professional community;
  • Can work with minimal guidance and supervision;
  • Adds value to team-based activities in his/her unit; collaborates with other entities of the Institute;
  • Acts as a model or mentor for less experienced colleagues;
  • Can be expected to travel globally to any geographical area involved in his/her projects;
  • Follows internal procedures to ensure high standards of performance and compliance with Institutional guidelines;
  • Integrates a gender and diversity perspective in all activities.

  • Senior Programme Manager

Programmatic Knowledge

  • Has in-depth knowledge in own discipline and good understanding of related disciplines to be able to approach programmatic issues in a holistic manner.

Operational Knowledge, skills and experience

  • Integrates a results-based approach into the design, management and evaluation of all his/her programmatic activities;
  • Has a good understanding of relevant programmatic issues in the key geographical zone where his/her work is implemented – which may imply field experience at some point;
  • Contributes to the research of information on donors and partners, preparation of reports and project briefs, identification of opportunities for initiation of new projects, and all other activities related to resource mobilization and partnership building;
  • Illustrates integrity, a collaborative spirit, a sense of achievement, and an understanding of risk management in past experiences.

Leadership

  • No people management responsibility over permanent staff;
  • Acts as a model and resource for more junior colleagues;
  • May assume project management responsibilities.

Education and Experience

  • University degree, preferably a postgraduate qualification in political/social sciences, international affairs and development studies or other relevant discipline;
  • Minimum five (5) years’ experience in the field of elections, democracy and governance or security; preferably within one or several different types of organizations (national and international);
  • Has in-depth knowledge of electoral processes as well as excellent skills and relevant experience in the following areas: Risk Management in Elections, Elections Conflict and Security, Electoral Management Design, Professional Development in Elections;
  • Experience in developing curriculum materials and associated pedagogical materials;
  • Experience working with EMBs and other national stakeholders;
  • Experience in facilitating training and capacity building;
  • Experience working on established joint projects with international organizations;   
  • Relevant field experience in any of International IDEA’s focus regions.
