Background

“Improving Productivity in Manufacturing Industry”, one of the main objectives stated in the 10th National Development Plans an important topic on the agenda of Turkish Government. Besides, improving productivity levels, particularly in SMEs, is also one of the strategic objectives of Turkey’s present SME Strategy and Action Plan (2015-2018). SME-SAP defines five strategic areas, first of which aims at improving competitiveness of the SMEs and facilitating their growth. The first strategic objective under this strategic area focuses on institutionalization, branding and productivity of the SMEs. In the same vein, Turkey’s Productivity Strategy and Action Plan (2015-2018) pays a special attention to productivity levels of the SMEs in the manufacturing industry. The sixth objective of the P-SAP includes, among others, measures geared towards improving productivity of SMEs, falling under the fourth transformation area, defined in the P-SAP. As drawn attention in those national strategic plans and policy documents, because of low productivity levels in SMEs the need to improve productivity through utilising all kind of resources in an optimally designed production environment becomes more crucial in today’s competitive business environment. Therefore, the enterprises should strengthen their infrastructure and core capabilities on lean manufacturing, digitalisation (within the context of Industry 4.0), quality management, innovative product development, energy efficiency etc. through some well-developed transformation programmes and practice-based trainings in order to improve capabilities of technical staff, engineers and mid-level managers. One of the effective solutions applied in many developed countries in the last two decades is to build well-designed training centres including a real didactic manufacturing environment (a real product, a real assembly line, real machines, real processes and real operators) and specialised training programs based on a series of hands-on and step-by-step exercises to improve the manufacturing processes within a "transformation" context.

A project for establishing the first of those training centres (aka “model factory” or “applied capability centre”) in Turkey is being carried out in cooperation with Ankara Chamber of Industry, Ministry of Science, Industry and Technology, and United Nations Development Programme (UNDP). It is planned to complete the studies and analysis which are necessary for identification of the appropriate models for establishment and operationalization of model factory in Turkey at the end of this project.

In addition, the knowledge and experience in establishment of a model factory is highly specialized and available in the international markets. UNDP's strong international networking capabilities and means for accessing specialized knowledge will help Ministry access such information as well in a cost-efficient manner.

Objectives of the Assignment

Under the supervision of the Portfolio Manager, Project Associate, duty-stationed in Ankara, will provide administrative, operational and financial support for the project implementation (hereinafter referred to as the Project). S/he is responsible for preparing the annual work plans and applies them with the approval of the Project board. 

Duties and Responsibilities

The Project Associate is expected to assume the following tasks:

·         Prepare AWPs of the Project.

·         Prepare the annual budgets and procurement plans of the Project under the coordination of Central Director and Portfolio Manager.

·         Make periodic revisions of AWPs and procurement plans of the Project.

2.   Project implemented timely and effectively according to AWP

·         Provides general administrative support to ensure the smooth running of the project management;

·         Provides project logistic support to the Project Administrator and short-term consultants in conducting different project activities (trainings, workshops, stakeholder consultations, arrangements of study tour, etc.);

·         Supports the control of budget expenditures by preparing payment documents, Daily Subsistence Allowance (DSA) documents for the project staff and reviewing financial reports;

·         Controls the usage of non-expendable equipment (record keeping, drawing up regular inventories);

·         Keeps regular contact with project experts and consultants to inform them about the project details and changes;

·         Provides English translation as required;

·         Prepares contracts (IC, RLA, SC, Institutional Contracts, Micro-grant Contracts, etc.) for Cluster Lead’s clearance.

·         Provides logistical support to the project staff and project consultants, inter alia, for travel arrangements,

·         During the visits of foreign experts, manages their visa support, transportation, hotel accommodation etc.

·         Supports project experts during implementation and monitoring of site-based joint activities with local stakeholders.

·         Files and archives all relevant correspondence and project related documents (tender dossiers, proposals, technical reports, evaluation reports etc.).

·         Plans and organizes implementation of project activities according to AWP and project budget. Coordinates implementation with, and between, the project partners ensuring effective information flows between partners.

·         Organizes the Project Steering Committee meetings.

·         Organizes and coordinates project meetings, reviews and site visits.

·         Organizes project events (meetings, workshops, events, seminars, training).

·         Monitors timetable and performance of contractors (consultants, companies) and makes necessary amendments thereto.

·         Monitors bottlenecks and problems in project implementation, proposes/takes necessary corrective actions as required.

·         Prepares inputs to progress reports and compile project reports according to the project document (monthly reports, quarterly reports, donor reports, final report).

·         Prepares inputs to ATLAS project management module.

·         Drafts correspondence, notes, briefs and other materials and documentation.

3.   Project inputs administered timely and efficiently according to project plans and UNDP procedures

·         Prepares inputs to RFP/RFQ, bills of quantities.

·         Assists in evaluation of bid and offers, compiles and prepares documentation (bid opening report, evaluation and selection reports).

·         Assists in selection of project experts and consultants and participates in selection process.

·         Organizes and implements procurement of goods and services < USD 5,000 through canvassing.

·         Prepares Requests for Direct Payment (RDPs) for signature.

Duration of Service:  One-year extendable contract.

Payment Schedule: The remuneration is to follow a monthly schedule.

Reporting Structure

The Project Associate reports to Portfolio Manager.

Performance Indicators for Evaluation of Results

1. Qualitative inputs provided for project formulation, AWP and budgets;

2. Project activities organized in a timely manner; qualitative inputs prepared to project reports; high-quality correspondence, briefs, reports prepared.

3. Timely and qualitative inputs prepared to procurement process; canvassing carried out correctly according to UNDP rules; selection processes carried out in a timely manner; RDPs prepared correctly.

Competencies

·         Minimum of 3 years of experience in project cycle management in the public or private sector or NGOs or international organizations.

·         Experience in organizing and coordinating events and activities.

·         Basic knowledge on Turkish economy, manufacturing industry, SME’s, industrial/entrepreneurship policies.

·         Strong team player, strong coordination abilities;

·         Excellent communication skills; Program / project management knowledge and experience.

·         Knowledge and experience on training and consultancy programs / services for manufacturing industry will be an asset.

Required Skills and Experience

Education:

At least Bachelor Degree in engineering, business administration or related field.

Experience:

6 years of professional working experience (SB 3).

Language requirements:

Fluent written and spoken English and Turkish,

Computer skills:

Microsoft Office, Windows-based applications, integrated web-based management systems, spreadsheets and databases.

Nationality:

Turkish
