The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Role Summary:

The purpose of the Shelter and WASH Technical Officer is to provide overall and technical support to NRC and partners’ staff on the day-to-day implementation of the programmes related response and projects in the area of responsibilities.

Generic Responsibilities:

  1. Ensures compliance with NRC policies, guidelines, standards, programmes strategy, tools, and handbooks.
  2. Implements the technical activities of the programmes.
  3. Tracks the financial expenditures for the technical activities of the programmes.
  4. Ensures quality control and monitoring of the projects activities.
  5. Documents the projects technical activities.
  6. Provides technical support and capacity building towards projects staff.
  7. Provides technical analysis and feedback to NRC representatives in coordination forums.
  8. Assesses, promotes, and documents ideas for technical improvement and further program development options.
  9. Ensures that projects target beneficiaries who are most in need, and explores and assesses new and better ways to assist.

Specific Responsibilities:

  1. Acts as a focal point for implementing partners within Shelter and WASH projects.
  2. Provides technical support to Shelter and WASH staff with a particular focus on engineering or construction related activities, including compliance with relevant minimum standards.
  3. Supports management in ensuring quality control and quality monitoring of both partner-led Shelter and WASH and direct related projects.
  4. Provides technical support to the procurement of materials and services that relate to Shelter and WASH and ensures compliance with relevant policies and procedures.
  5. Leads and supports the assessments undertaken by NRC and its partners, as required by the line manager, including but not limited to emergency-focused, Sector-Specific, Multi-Sector Assessments, and Market Assessments.
  6. Leads or supports project Monitoring and Evaluation activities, as required by the line manager, including but not limited to emergency-focused, Sector-Specific, Multi-Sector Assessments, and Market Assessments.
  7. Ensures adequate accountability to affected populations, as per NRC policies and the requirements of management.
  8. Supports the implementation of multi-sector emergency responses, as required by context and management.
  9. Works in close collaboration and coordination with the other Shelter and WASH team members and those from other programmes.

Position Requirements:

  • Minimum 2 years of experience from working within technical expertise area preferably with a humanitarian/recovery context
  • A bachelor degree in Civil Engineering or any related field
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Fluent in English and English, both written and spoken
  • Proven experience and knowledge in basic project management
  • Experience of reporting, narrative and numerical
  • Excellent interpersonal skills
  • Experience of assessments and distributions
