Who are we?

DRC is a Danish international non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. DRC is present in some 40 conflict territories around the world assisting displaced people with shelter, food, income generating activities, legal aid and a wide range of other protection assistance

DRC has been operating in the Middle East and North Africa (MENA) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Algeria, Libya/Tunisia, Jordan, Syria, Iraq, Lebanon, Turkey and a Regional Office (RO) in Amman. DRC has 17 offices and approximately one thousand staff members across the MENA region. 

 

About the job

The Regional Finance Manager (RFM) is accountable for financial management and compliance of country offices in the MENA region. The RFM is also responsible for managing the finance function of the regional office itself. This position requires a high level of financial planning, including capacity building of staff.

 

Duties and Responsibilities

Funding and Finance Management

  • Ensure good planning and budgeting at regional and country levels and compliance to DRC and donor standards and procedures
  • Review project budgets and financial reports prior to submission to donors in accordance with agreed regional thresholds, checking quality and monitoring submissions within set deadlines.
  • Coordinate the processes and consolidate regional budgets and finance reports to donors.
  • Act as the technical finance focal point for the region, provide technical support to country heads of finance in the region, quality reviewing finance plans such as the quarterly updates to master budgets, and preparing a monthly financial analysis of project status assessing risks of underspends, overspends, no cost extensions and return of funds
  • Ensure compliance of the country programs with all DRC and donors policies and procedures for financial and grant management and communicate risk of non-compliance to the Deputy Regional Director for decision making purposes
  • Set and monitor regional policies and procedures of financial management, and coordinate regional monthly reporting to the regional SMT and HQ
  • Manage the smooth implementation of the ERP of the finance function to the regional level, through ongoing training, remote support and follow up visits to the country offices in the region.
  • Support the country offices to set up assessment review plans based on the compliance self-check forms completed on a biannual basis and conduct validation reviews of compliance self-checks during visits to country offices.
  • Ensure efficient usage of different financial systems and this include capacity building, training and support to regional and country team.
  • Work closely with grant manager and teams to ensure compliance and efficient financial reporting, monitoring and budget development for new proposals.
  • Ensure country office Master budgets are prepared and updated and funding gaps are analysed and addressed.
  • Set up budget templates and coordinate inputs to donor budgets and financial reports and ensure quality control and inclusion of regional budget lines (especially multi-country).
  • Support coordination of different country audits.
  • Follow up and ensure implementation of Audit action plans in MENA countries
 
 Management of MENA Office Support Functions
  • Manage the consortia finance for RO projects.
  • Manage the regional office budget and monitor and allocate expenditure, reporting funding gaps before they arise
  • Line management of 2 Regional Finance Controllers the Senior Finance Officer, Finance & Admin Coordinator

 

Qualifications

To be successful in this role you must have:

  • At least 5 years of senior leadership experience in finance management roles.
  • A postgraduate degree or advanced professional qualification in Finance or relevant field.
  • Experience working for a leading INGO, with in depth knowledge of donor requirements, especially ECHO, EC, DFID, Danida, OFDA, BPRM, UNHCR and UNICEF
  • Understanding of the countries within MENA Region in which DRC operates and sensitive to the socio-cultural context
  • Experience working with Consortia.
  • Experience with ERP systems.
  • Demonstrable strategic thinking and leadership ability
  • Experience with financial and grant management systems
  • Excellent analytical and critical thinking ability
  • Excellent communication, interpersonal and influencing skills with a well-developed ability to motivate and persuade at high levels
  • Proven ability to lead and work effectively with others to achieve results
  • Understanding and experience of institutional fundraising
  • English - fluent
  • Arabic fluency would be an asset

We offer

DRC will offer the successful applicant a two-year contract. You must be available to start work from January 2018 and be willing and able to work in Amman.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriates or Nationals; please refer to www.drc.org under Vacancies. This position will be placed at A12 level for Expatriates or F level for Nationals.
