OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The objectives of the Country Health Emergency Preparedness & the International Health Regulations (2005) Department (CPI) include the monitoring and evaluation of countries' preparedness to health and humanitarian emergencies, the planning and country capacity building for critical capacities and the Secretariat of the International Health Regulations (2005) involving an all-hazards approach at all three levels of the Organization. The CPI Department prioritizes support to the most vulnerable and low capacity countries. The Preparedness, Readiness and Core capacity (PCB) Unit is WHO headquarters' main hub for technical support to WHO's regional and country offices in their effort to strengthen intersectoral national capacity for the early detection, timely and effective response, to public health emergencies as required under the International Health Regulations (2005). Working closely with the other WHE staff, the PCB Unit ensures that needs listed in national action plans are translated into targeted capacity building in the priority/vulnerable countries.

DESCRIPTION OF DUTIES

Within the framework of the delegated authority, the incumbent is assigned all or part of the following responsibilities\:

1. Contribute to improving the CPI mass gathering guidance tools and refine WHO's assistance to Member States and Organizing Bodies according to the understanding of mass gatherings under the context of global health security and Member States' needs in support of the WHO's assistance to ensure health security at mass gathering.

2. Provide technical input to resources, systems, networks, tools for improving public health preparedness, conduct and legacy for mass gatherings of international/regional/national relevance (public gatherings such as Olympics, Hajj), as per the WHO Executive Board resolution EB 130(3).

3. Support and strengthen the strategic and operational planning for mass gathering events (e.g. Olympics, Hajj) and develop WHO guidelines on the subject for WHO Member States summarizing several technical documents and supporting materials on Mass Gatherings.

4. Support the Member States in legacy to retain institutional memory and capacity building in the context of preparedness, planning, and organizing high visibility/high consequence mass gathering events.

5. Support WHO Collaborating Centers with the CC network in mapping their activities identifying areas for further development of knowledge and expertise within the CC network; facilitate the work of the Virtual Interdisciplinary Advisory Group on Mass Gathering (VIAG) which is becoming increasingly demanded due to more countries hosting mass gatherings of more diverse nature.

6. Facilitate coordination network actions and communications between network members and between other external bodies (UN, International Olympic Committee, FIFA, etc). Enable the collaboration between working groups/departments of the WHO on developing capabilities for assisting Member States health planning for mass gatherings. Coordinate the actions of the Interdepartmental Group on Mass Gatherings.

7. Assist in the elaboration of internal WHO/CPI strategies for the mass gathering events including testing and training procedures.

8. Represent the Organization in technical meetings, seminars, congresses and academic events under areas of responsibility.

9. Promote multi-disciplinary and cross-cutting approaches and activities to facilitate full participation within and outside WHO/WHE/CPI and key partners.

10. Perform other related responsibilities, including replacing and/or backstopping.

REQUIRED QUALIFICATIONS

Education

Essential\: A first level university degree in biological science, public health, environmental science or related domain.
Desirable\: Knowledge in communicable diseases surveillance, and/or International Health Regulations or national health system planning.

Experience

Essential\: At least 5 years of combined national and international professional experience in project development and management in the fields of health and health security. Experience in risk assessment and/or health emergency preparedness ideally for Mass Gathering events.
Desirable\: Experience in the development of guidance and tools; experience in responding to public health events; experience with coordinating and/or running technical projects; experience of working with the UN or international organizations; experience of working in developing countries.

Skills

  • Knowledge of public health implications of infectious diseases and epidemic-prone diseases.
  • Knowledge of aspects of WHO epidemic preparedness and response including the organization, management and administration of national/field response to epidemics and other health emergencies.
  • Excellent knowledge of project planning and management.
  • Good written and oral communication skills.
  • Excellent interpersonal, negotiation, communication, consultative and diplomatic skills in liaising with multiple internal and external stakeholders.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 58,583 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2373 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
