The Education Monitoring Officer reports to the Head Monitoring, Research and Education Management Information System (EMIS). In accordance with Agency policy and procedures, the incumbent will:

Primary Duties and Responsibilities

•         Participate in, and support the design and implementation of the Education programme’s overall performance monitoring mechanisms for outcome and output indicators, in the Results-Based Management (RBM) system and Agency-wide reporting systems; is the primary focal point for coordination of monitoring activities in the Education Department (ED);

•         Review and analyse EMIS generated data, monitor trends and developments, identify problems and opportunities in implementation, and provide recommendations for adjustments and improvements of processes, policies and strategies to support ED evidence based management and planning mechanisms in alignment with the Agency’s Medium Term Strategy and Common Monitoring Matrix;

•         Prepare reports and other presentations on research and EMIS findings and ensures their effective dissemination for various audiences inside and outside the Agency;

•         Contribute to and provide advice on the development and revision of indicators, research instruments, and methodologies for the monitoring and planning activities of Education Programme Agency-wide;

•         Support Agency-wide capacity development in monitoring and analysis of the education programme;

•         Support collaboration between the Units and between Education Department at HQA, Fields and other stakeholders; facilitate and enhance interaction with relevant UN agencies, NGOs, academic institutions and host authority personnel for sharing of information, experiences and lessons learned participates in relevant communities of practice.

Professional Knowledge and Experience

•         A university degree from an accredited educational institution in a relevant area;

•         Six years of relevant experience in relation to data and/or information management, results based monitoring.

•         Excellent command of spoken and written Arabic and English.

Additional Information

The incumbent may be required to travel frequently in the Agency’s area of operations.

Equivalency

When the minimum requirements are not fully met, Field Director for Field Area staff and Director of Human Resources for Headquarters Area staff, in consultation with the concerned supervisor may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications, additional professional training and progressive relevant work experience.

NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.

Conditions of Service 

The fixed term appointment is for 3 years including 1 year probation period. Monthly basic salary JD 1,028.90. Other benefits include monthly Provident Fund contribution (15% of basic salary paid by the Agency), compulsory medical insurance, 30 days of annual leave, and dependency allowance (if applicable).
