The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for displaced populations. NRC started operation in the Islamic Republic of Iran in 2012. We deliver humanitarian assistance in 4 provinces in the sectors of Education, Food Security and livelihoods, Water, Sanitation and Hygiene (WASH), Shelter construction, as well as Information, Counselling and Legal Assistance (ICLA).

NRC Iran is recruiting a dedicated Emergency and Early Recovery Manager following the 2017 earthquake.

Job description

The purpose of the Emergency and Early Recovery Manager is to externally and internally coordinate, strategically manage, technically supervise, and programmatically develop NRC’s Emergency and Early Recovery Response following the 2017 earthquake. In addition, he/she supports the design and delivery of emergency preparedness plan (EPP) and Minimum Preparedness Action (MPA).
The following is a brief description of the role:
1. Responsible for all aspects of the Emergency and Early Recovery Response for NRC;
2. Develop the Emergency and Early Recovery Strategic Response for the country operation;
3. Compliance with and adherence to NRC policies, guidance, and procedures;
4. Member of the Country Management Group (CMG);
5. Ensure systematic training and build capacity of technical staff as well as implementing partners staff;
6. Liaise with relevant stakeholders to ensure strong information sharing and coordination ;
7. Provide Emergency Response and Early Recovery specific input on CC strategies, Country Strategy and Plan of Action;
8. Participation in Grants Openings, Project Review Meetings, and Closure Meetings;
9. Ensure optimal use of resources within the allocated Emergency and Early Recovery budget;
10. Represent NRC in Emergency and Early Recovery related forums at provincial and country level;
11. Maintain ongoing surveillance, scoping, forecast and innovative approaches to Emergency and Early Recovery Responses in the country;
12. With the support of MEAL unit, facilitate learning through reviews of progress against benchmarks, collect lessons learned and best practices and facilitate dissemination of learning on Emergency and Early Recovery Response.

Qualifications

• At least 5 years of experience within technical expertise area in a humanitarian/ recovery context
• Experience from working in complex and volatile contexts
• Emergency and Early Recovery Response expertise
• Documented results related to the position’s responsibilities
• Knowledge about own leadership skills/profile
• Experience in UN agency or Non-Governmental Organization
• Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods
• English language proficiency (speaking, reading, writing)
• Computer skills, including MS Office (Word, Excel)

Personal qualities

• Knowledge of the humanitarian context in Iran
• Experience in coordinating Emergency and Early Recovery Response
• Ability to work under pressure, independently and with limited supervision
• Strong ability to write reports and official correspondence
• Experience in working with the Government and familiarity with the environment of INGOs and CSOs in Iran
• Knowledge of Farsi (speaking, reading and writing)
• A good sense of humor is an asset
