Background

UNDP in partnership with Ministry of Planning of Kurdistan Regional Government has introduced Funding Facility for Economic Reform – Regional (FFER_KRG) which intend to support Kurdistan Regional Government (KRG) in ensuring the implementation of economic reform. FFER-KRG is to be positioned as financing instrument that will be used to channel high-caliber international expertise and support into top priority reform initiatives drawn from the KRG’s newly adopted reform plan. The Facility will help to mobilize expertise for initiatives aimed at transforming and diversifying the region’s economy, restructuring and strengthening public administration and public financial management, and improving the delivery of public goods, including basic services.

Agriculture sector is one of those sectors that FFER-KRG has decided to work in and for this purpose FFER-KRG with KRG Ministry of Planning has built a partnership with the Food and Agriculture Organization (FAO). The aim of the partnership is to conduct in-depth Study on the Agricultural Sector of KRI. The study provides large-scale macroeconomic overview of the region’s agricultural sector and provides useful information for planning and policy making, while also examining the needs at the KRI level, thus assist in the practical outline of comprehensive and informed programming and for resource mobilization.

Duties and Responsibilities

Scope of work

A team of national staff will be assigned to support the three International Consultants who are tasked to assess the status of agricultural livelihood sub-sectors: Crop, livestock, fishery and aquaculture, and forestry resources of the rural communities and highlight the necessary value chains of agricultural products, constraints, needs and propose relevant interventions. The Project Associate will be leading the national staffs assigned to this activity and directly reports to Project Manager.

Duties and Responsibilities:

Supports with following Administrative Tasks for smooth activity implementation focusing on achievement of the following results:

Provide necessary support to the up-to-date work schedule of the project developed and maintained by the Programme Manager.Manage following tasks:

Coordinate with government focal point for the organization of required meetings for the consultants and data collection.Supervise the data collection and make sure data and information are received in a reasonable time and good manner.Coordinate project activity with all stakeholders.Assign task to other national staffs within the team (Data Entries and Translator).Support the consultants in preparing mission planning, following up approval process with the authorities concerned.Manage administrative issues such as office administration, travel, communication and any other matters when required.

Assist the Project Manager in project discussions with government entities and prepare minutes of meetings.Backstops the Project Manager in administrative issues during the Project Manager’s absence from duty station.Prepare and submit timesheet for all the national staffs assigned to this activity and arrange payment collection.

Supports with Procurement tasks under the Project focusing on the achievement of the following results:

Contribute in drafting specification and requirement of purchases required under the activity. Coordinate with FFER-KRG Project Associate for all the procurement matter and conduct follow up as required.

Supports Reporting and Project Data Management focusing on achievement of the following results:

Assist the Project Manager to prepare draft monthly/quarterly progress reports to be submitted.Maintain project data management system with:

Reference numbering and filing system to keep all records and documentations in order and to ensure safekeeping of confidential materials/information. This includes uploading information to the unit’s share drive for efficient information sharing and secured data back-up;In-coming / out-going official correspondences such as official letters, monthly reports, midterm reports, final report and record properly to avoid any miscommunication with KRG, Donors and other counterparts.

Support with Logistical arrangement for the Consultants and other team members.

Required Skills and Experience

Education:

BSc Agriculture, Water resources, Administration, or related area/field.

Experience and Skills:

Experience of at least 4 years of Administrative support in program / project at the national or international level.Working Experience in UNDP or other UN Agencies is an advantage.Experience in the usage of computers and office software packages (MS Word, Excel, etc). Ability of providing basic IT services would be considered as a great asset.Proven experience in interacting with local authorities, including ability to provide support to multi-professional teams.Willingness to travel to the provinces if and where required.Good oral and written communication skills.Ability to prepare concise and well-developed briefs.

Language Requirements:

Fluency in English and Kurdish.  Arabic Language would be an asset.
