NORCAP strengthens international and national partners’ capacity to prevent, prepare for, respond to and recover from crisis. We do this by delivering the right expertise, building strategic partnerships and advocating for more effective action. Our NORDEM experts specialise in human rights and support for democracy.

In support of the UN Secretary General’s reform agenda, NORDEM is seeking a Coordination Officer to strengthen coordination with the Executive Committee and Deputies Committee. The Executive Committee is the primary decision-making forum of the Secretary General. It aims at increasing coordination across the UN and at strengthening its work on prevention. The Coordination Officer will be embedded in the United Nations Operations and Crisis Centre (UNOCC).

Grade level P3 -  Starting date as soon as possible. Contract until 31 December 2018 with a possibility of extension subject to funding.

 

Objectives: Provide support to the UNOCC as secretariat of the Regional Monthly Reviews (and in the context of the Human Rights up Front initiative) to ensure a close linkage with the Executive Committee/Deputies Committee discussions on prevention. This in turn, would increase coordination across the UN and strengthen its work on prevention, in line with the Secretary General's reform agenda.

Organizational Setting and Reporting Relationships: The Coordination Officer will support the work of the United Nations Operations and Crisis Centre (UNOCC) in the preparation of materials for, coordination, liaison and follow-up with the Executive Committee and the Deputies Committee, including coordination and liaising with relevant departments, as well as agencies, funds and programmes. The Coordination Officer will be located in the UNOCC and report to the UNOCC Director for day-to-day tasking.  

Responsibilities: The Coordination Officer, located in the UNOCC, will be responsible for the following:

  • Support the UNOCC facilitation of the Regional Monthly Review (RMR) meetings as necessary, ensuring a close linkage between the RMR process and the Executive Committee/Deputies Committee discussions on prevention;

  • Support the UNOCC in the preparation of  integrated analytics and visual materials for the Executive Committee/Deputies Committee meetings, ensuring that they reflect a cross-pillar approach;

  • Provide secretariat support to EC and DC meetings as appropriate, and attend all meetings of the Executive Committee Secretariat;

  •  In conjunction with the UNOCC, liaise and coordinate with relevant departments and offices, including with the Strategic Planning and Monitoring Unit of the Executive Office of the Secretary General (EOSG) and DFS/GIS (Department of Field Support, Geospatial Information Service), in the preparation for EC/DC meetings; 

  •  In coordination with relevant UN entities and EOSG Units, support efforts to follow-up and report on the implementation of EC/DC meeting decisions;

  • Remain up-to-date with new analytics tools and demonstrate ability to incorporate such tools into the work of the UNOCC, in close collaboration with relevant entities and EOSG Units.

  • Ensure incorporation of a gender and human rights perspective in the coordination work;

  • Perform other related duties as requested by the Director of the UNOCC, including on strategic analysis and forward planning.

  • Qualifications:

  •  Education:    Advanced university degree (Master’s degree or equivalent) in public administration, international relations, law, social or political sciences or related areas is required. A first-level university degree in the above specializations, in combination with qualifying experience, may be accepted in lieu of the advanced university degree. 

  • Experience:  A minimum of five years of progressively responsible experience in political analysis, peace and security, conflict prevention, human rights, or related fields, is required. Experience in producing data analytics, data visualisation products, and infographics design is required. Experience with analysis and planning for UN humanitarian, peacebuilding, or conflict response is desirable. Experience with work on human rights and/or gender mainstreaming is required. A minimum of three years of field experience obtained outside the applicant’s country of nationality in a transitional, developmental, conflict or post-conflict setting is required. Experience working with Member States and delegations in the context of international organizations is desirable. 

  • Language:    English and French are the working languages of the UN Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable.  Knowledge of another UN official language is an advantage.

 

Background Information

On 3 January 2017, the new Secretary-General announced an initial set of decisions on the work of the Secretariat “to improve our effectiveness and efficiency (…) and bring us closer together in recognition of our interconnectedness and in pursuit of our shared goals.”

The first of these measures was the establishment of an Executive Committee (and a subsidiary Deputies Committee) to assist the Secretary-General in taking decisions on issues of strategic consequence requiring principal-level attention across all pillars of UN work. The Executive Committee meets on a weekly basis at the Principal level and its composition reflects an integrated approach of all pillars of the UN.

The Deputies Committee prepares the Executive Committee meetings, reviews the implementation of decisions on a regular basis, and holds a monthly discussion on demands and opportunities for preventive action.

The Secretary-General’s prevention agenda is also a central element of the Executive Committee and Deputies Committee mechanisms, which are closely linked to the Regional Monthly Reviews or RMRs.

The Regional Monthly Reviews (RMRs) are a core element of the Human Rights Up Front, designed to identify situations of risk and propose preventive measures that leverage the full arrange of UN mandates. Chaired by DPA and UNDG, the RMRs scan all countries in their respective region on a regular basis to analyse developments from a multidimensional perspective (including human rights, political, development and humanitarian elements). Based on these integrated analyses, the RMRs recommend ways to strengthen UN action in response to risks of serious violations of human rights.

The Deputies Committee holds dedicated sessions on prevention to review the results of the Regional Monthly Reviews, support efforts to increase the coherence of the UN response at the field level, and identify other situations of concern that require Principal level attention.

There is a need to strengthen the capacity to ensure adequate preparation of Executive Committee/Deputies Committee (EC/DC) meetings, broad consultations with relevant UN entities (including non-Executive Committee members) to ensure a cross-pillar approach, and adequate follow-up to the implementation of Executive Committee decisions.
