Jerusalem Operations Center– UNOPS Project Management and Infrastructure Centre of Excellence

Since the opening of the Jerusalem Operations Center in 2006, UNOPS has significantly strengthened its operations in Palestine. Our expert knowledge, skills and management systems contribute to the sustainable development of public infrastructure in Gaza and the West Bank, including Area C and East Jerusalem.

In recognition of its ability to affect and lead positive change, the Jerusalem Operations Center has been named the UNOPS Project Management and Infrastructure Centre of Excellence.

The Jerusalem Operations Center is the first UN office to receive the Level 4 P3M3 Maturity Model certification in project management by APMG. This certification demonstrates the well-structured, standardized and defined project management processes and methodologies applied to projects, generating the best results desired by our partners.

This achievement is part of a broader agenda to increase the Office’s impact on development projects, by improving our services and adding value to the outcomes of our partners’ works. Background Information - Job-specific

To ameliorate the delivery of humanitarian assistance and advance the protection of civilians, an Access Coordination Unit (ACU) was created to develop a centralized pro-active and sustainable access strategy for the movement of humanitarian personnel and goods. The Access Coordination Unit is a joint project managed, administered and supervised respectively by UN partner agencies OCHA, UNOPS, and UNSCO. The ACU aims to provide operational support to UN, Diplomatic Missions, and INGO staff and goods facing access difficulties. Furthermore, the ACU aims to provide the Resident/Humanitarian Coordinator (RC/HC) with a mechanism for effective dialogue with senior personnel of Host Countries on behalf of all UN Agencies, Donor Agencies, Diplomatic Missions and INGOs. 

UNOPS serves as the Administrative Agent for this project whilst UNSCO serves as programmatic manager and supervisor of this project. In support of its partner organizations, UNOPS intends to recruit an ACU Deputy Access Coordinator for the Access Coordination Unit project.

Functional Responsibilities

Under the guidance and supervision of the Access Coordination Unit Access Coordinator, the Deputy Access Coordinator will monitor and analyze access trends in the oPt, with a particular emphasis on the movement of humanitarian staff and goods and the overall humanitarian impact of lack of access on all beneficiaries in the oPt.

  1. Assisting the Access Coordinator in his/her role of managing the ACU with particular focus on daily operational management, resource mobilization and project implementation and acting as ACU OIC when required.
  2. Upon request by the Access Coordinator, represent the ACU at forums where access issues are discussed, among them the UN Security Management Team (SMT), UN Country Team (UNCT) and Humanitarian Country Team (HCT).
  3. Liaise with UN and INGO agencies, diplomatic missions and host country authorities within the area of responsibility in coordinating the ACU tasks.
  4. Conducting direct liaison on access issues during contingencies with all relevant stakeholders.
  5. Providing monthly situation reports on access for the DSC/RC/HC and HCT.
  6. Carrying out research and presenting results on priority access issues as identified by the UN DSC/RC/HC, UNCT, SMT and the HCT.
  7. Giving briefings to donors and partners on access issues.
  8. Providing input to all reports and publications as assigned by the Access Coordinator.
  9. Providing input into advocacy messaging.
  10. Respond to and ensure logging of access incidents occurring in Palestine/Israel via the ACU 24/7 hotline.
  11. Any other ad hoc duties as required by the Access Coordinator.

Education/Experience/Language requirements

Work Experience

  • Progressively responsible experience in working in a complex security environment, preferably with  relevant authorities such as Defense, Police, Ministry of Interior, diplomatic missions, UN and INGO and other local authorities;
    • Exposure to humanitarian access, required;
    • Experience in research and report writing, required.
    • Experience in civil military coordination is distinctive advantage.
    • Background and work experience on issues related to Israeli-Palestinian conflict is desirable.
    • Experience in working with international organizations is desirable.
    • Working with complex databases and IT based systems for monitoring information and producing reports.
    • Proven IT competence (Office ICT Equipment, Microsoft Office, and SPSS)

Education

A Master’s degree Political Science, International Relations, Human Rights Law, Middle Eastern studies or any related field. Two additional years of relevant work experience, preferably in combination with a relevant bachelor’s degree, may substitute for the requirement of a master’s degree.

Languages

  • Excellent English language skills, both written and oral;  Hebrew and Arabic  skills and knowledge is an asset
