Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies. It is country -driven and undertakes actions which reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.

Since its establishment, the GCF has mobilized 10.3 billion USD, accredited 54 entities to channel its resources and approved 43 funding proposals. In addition, it has built up an extensive program to support developing countries identify their needs, in particular those who are most vulnerable to climate change impacts. The GCF’s diverse workforce is advancing its mission from its headquarters in South Korea. Position description

The Indigenous Peoples and Social Safeguards Specialist shall lead the Fund’s development, implementation and update of the Fund’s policies and practices relevant to mainstreaming indigenous peoples concerns into the Fund’s operations. The role shall contribute to the due diligence work of the Fund related to social safeguards including the development of standards, procedures, guidance, and toolkits. The role shall also provide support the implementation of policies related to environmental and social management and contribute to the Fund’s efforts on knowledge management and capacity development.

 

Duties and responsibilities

• Lead the development, implementation, reporting, and updating of the Fund’s policy and practices related to indigenous peoples;

• In collaboration with colleagues, lead in the development of operational procedures, processes, guidance, toolkits, and references for mainstreaming indigenous peoples concerns within the Fund’s operations, policy work, and initiatives to ensure compliance with relevant policies and frameworks including prospectively the Fund-wide indigenous peoples policy, the environmental and social safeguards (ESS) standards, and environmental and social management system (ESMS);

• Advise and support the Fund on indigenous peoples considerations and provide substantive technical inputs on indigenous peoples and social considerations for inclusion in the Fund's strategic and operational documents;

• Working with colleagues, undertake due diligence, monitoring and reporting on GCF -supported programmes, projects, and activities focusing on the compliance to ESS safeguards standards and relevant policies on indigenous peoples;

• Develop and implement monitoring, evaluation and reporting mechanisms on the Fund's overall efforts to incorporate indigenous peoples concerns including review of progress made in implementing relevant policies;

• Support the Fund in carrying out institutional assessment of accreditation applications in relation to ESS and indigenous peoples and contributing to the capacity building of implementing entities;

• Identify, collate, generate, and disseminate current knowledge, lessons, trends and development pertaining to inclusion of indigenous peoples concerns into climate change and development agenda at the re gional and global levels;

• Develop and foster partnerships with stakeholders aimed to promote climate change approaches and strategies that take into consideration the benefits to and concerns of indigenous peoples; and

• Build synergies with the aim of strengthening capacities of the Fund and its stakeholders on indigenous peoples and social safeguards within the context of climate change.

 

Expected experience and qualifications*

• Master’s degree in social sciences and management, environmental management, economics and policies, social development, sociology, social development, anthropology, indigenous peoples studies, or other relevant fields;

• A minimum of 9 years of relevant international experience in the areas of indigenous peoples policy development and implementation; social safeguards; development of guidance, references and tools related to indigenous peoples and social safeguards; design and monitoring of climate change and development programmes, projects and activities; and advocacy and capacity development; and

• Excellent written and oral communication skills in English are essential for this position; knowledge of another UN language an advantage.

*The person assessed by the Selection Panel as most suitable for the position will be proposed for appointment. The above criteria should be seen as indicators of the experience and skills that would qualify candidates for consideration.
