Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

Under the overall supervision of the Programme Manager (DTM/TRD) and direct supervision of the DTM Coordinator and in coordination with the relevant IOM units, the incumbent is responsible to manage the roll out and implementation of the Biometric registration process of the displaced population in selected areas, ensuring registration in areas of return will provide detailed population data including data on vulnerabilities, livelihoods or coping strategies to facilitate longer term planning for communities. In addition, the Project Officer will serve as the main DTM focal point for all Flow Monitoring activities, tracking and monitoring both cross border and internal mobility routes, as well as support the DTM Unit on surveys and rapid multi-sectorial assessments as required.

Core Functions / Responsibilities:

1. Responsible to lead and provide all operational and logistic arrangements for the biometric registration exercise of IDPs in selected locations managing the DTM biometric team composed of data entry clerks, registration and database assistants. Registration activities shall be coordinated with the DTM Coordinator and IOM Security Officer in Juba and Sub-Offices where applicable.

2. Lead and conduct registration exercises of the displaced population in prioritized locations with the objective of registering caseloads of up to 60,000 individuals. 3. Compile daily and weekly reports on the biometric registration process, liaise with local authorities and other stakeholders on the ground about the biometric activities. 5. Compile, prepare and present case reports on the findings of IDPs registration missions. Submit population analysis reports and other surveys.

6. Ensure the provision of timely, accurate and adequate information to all relevant stakeholders regarding movements, new displacements, protection trends and conditions in return/relocation areas and paying special attention to situation of vulnerable groups like the children, elderly and disabled in return process.;

7. Conduct group and individual interviews with IDPs to assess the voluntariness and appropriateness of the return and/or relocation of IDPs.

8. Establish a referral system for specific protection cases in collaboration with United Nations Mission in the Republic of South Sudan (UNMISS), UN agencies and NGOs dealing with Human Rights/protection of vulnerable groups like the IDPs and/or returnees. 9. Conduct assessments on the appropriateness of proposed or actual sites of return/relocation (return community protection monitoring).

10. Organize appropriate trainings for monitoring team on issues related to return, including definitions, numbers and trends, impact on receiving populations, human rights concerns and basic humanitarian needs.;

11. Analyse information from the field and map conditions and needs in areas of return; 12. Roll out Village Assessment Survey in selected areas of return.

13. Liaise, integrate and contribute to build capacity of selected National NGOs, Community Based Organizations (CBOs) or South Sudanese Civil Society stakeholders with the aim of expand coverage in areas of return.

14. Maintain organized database and narrative reports of all information collected on return and movements;

15. Ensure the integration of gender perspectives and attention to specific women/girl's and children’s rights issues (vulnerable groups) within all IDPs/returnee activities. 16. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Information Management, Business Management, Public Administration or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience Page 2 / 4Experience

• Experience in Emergency Response in conflict context

• Experience working in hardship stations and remote field locations;

• Solid computer skills, including proficiency in MS Office package (Office, Excel, Power Point, Outlook), internet and Email.

• Previous experience in South Sudan (especially remote field locations in greater Upper Nile area) is a distinctive asset

Languages

• Fluency in English is required.
