The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within Shelter, Education, Food security, Legal Assistance, Camp Management Water, Sanitation and Hygiene sectors.

Norwegian Refugee Council (NRC) has been implementing projects for Internally Displaced Persons and Refugees in Northern Uganda, West Nile and South Western respectively, since 1997. Having smoothly phased-out by end of August 2014 in the North, NRC reopened from September 2014, to compliment efforts of the Government of Uganda and UNHCR in supporting the South Sudanese Refugees currently settled in the Districts of Adjumani and Arua in West Nile. With funding from SIDA, NMFA, ECHO, UNHCR and UNICEF, NRC is implementing integrated projects in Adjumani/Arua/Yumbe refugee settlements. NRC also initiated an urban refugee programme in Kampala. NRC now seeks to recruit a Project Manager for its Education Project.
The Project Manager is responsible for the overall management of NRC’s Education Core Competency projects in Uganda.

NRC may be required to verify the identity of its partners/employees and to check that its partners/employees have not been involved in illegal activities. NRC reserves the right to use electronic screening tools for this purpose

Job description

The Project Manager shall have the following responsibilities:
1. Line management of project staff, including performance management.
2. Adherence to NRC policies, guidance and procedures.
3. Contribute to the development of Country, Area and CC Strategies; initiate and participate in the development of relevant CC projects.
4. Coordinate and manage CC project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
5. Provide technical direction and ensure high technical quality of projects.
6. Provide regular progress reports to the Area Manager and the Education CC Specialist.
7. Ensure that projects target beneficiaries most in need of protection, exploring and assessing new and better ways to assist.
8. Develop and manage project budgets (in cooperation with others) and coordinate across CCs.
9. Ensure capacity building of project staff and transfer of key skills.
10. Liaise and collaborate with relevant local authorities and other key stakeholders.
11. Promote the rights of IDPs/returnees in line with the advocacy strategy.
S/he will also:
1. Manage NRC education activities in West Nile; ensuring quality standards; conducting field visits and ensuring that project implementation is in compliance with the donors’ agreed requirements, community expectations, global standards, and NRC, government and UNHCR policies; and managing assessments and evaluations.
2. Establish a competency-based teacher training programme, defining training content through needs-based assessment of teachers, coordinating with partners, and delivering and monitoring training.
3. Develop the accelerated education programme in accordance with the Accelerated Education Working Group’s Principles; in particular, advocating for its inclusion in district education authority plans; supporting research into its effectiveness and efficiency;
4. With the Livelihoods and Food Security team, provide flexible and appropriate youth programming, with a particular focus on market-based, innovative interventions; identifying relevant courses; establishing youth skills centres.
5. Ensure the meaningful participation of the community, including children and youth, in project designed and implementation, and explore and implement new and better ways to assist the most vulnerable, especially girls and young women and children and youth with disabilities or special learning needs and others

Qualifications

• Minimum three years of experience in a senior-level project implementation position in a humanitarian/recovery context.
• Experience working in complex and volatile contexts.
• Technical education expertise.
• Documented results related to the position’s responsibilities.
• Knowledge about own leadership skills/profile.
• Fluency in English, both written and verbal.
• Valid driver’s license.
