The International Commission on Missing Persons (ICMP) is a treaty-based international organization with headquarters in The Hague, the Netherlands.  Its mandate is to secure the cooperation of governments and others in locating and identifying missing persons. Iraq Program

ICMP is implementing a 14-month project in Iraq to support authorities in their efforts to account for persons missing as a result of armed conflict and violations of human rights.


Position Background

The Project Officer is a new position and is responsible to be a main contributor to the development and implementation for a project management framework that aims to track progress in project activities undertaken to support a sustainable process to deal with the identification of missings persons, through the development of local technical capacity (training and support), stakeholder mapping, field activity support (exhumation and examination) and outreach.

 

Reporting to the Head of Program, the duties of the Project Officer include, but are not limited to the following:

  • Develop and maintain tools and systems for project planning and implementation;
  • Track project progress against indicators established in the project logical framework;
  • Maintain close and regular contact with established partners in relevant Ministries and government agencies to support program/project implementation;
  • Work in coordination with the relevant ICMP expert(s) to measure performance against project indicators, utilising inter alia, data recorded within ICMP’s data management system; feedback from participants of ICMP training activities; focus group discussions; and public outreach campaigns;
  • In co-operation with the Communications Officer, provide information for the regular updating of the webpages, e-newsletters and brochures relating to the Iraq program/project;
  • Drafts reports related to program/project implementation;
  • Participate in and contribute to program/project planning initiatives, with particular attention to outreach campaign trainings and workshops;
  • Assist the Head of Program in representing the organization to partners, the donor and various authorities;
  • Other related duties as assigned.

 

Qualifications/Requirements:

  • University degree in project management, political science, international development, public administration, public relations, business, social science or other relevant areas;
  • Minimum 6 years professional related experience in managing projects, ideally working in international organizations;

 

Additional requirements:

  • Excellent knowledge of Microsoft applications, including Outlook, Word, Excel, Project and Power Point;
  • Proven ability to interact positively with colleagues regardless of culture, nationality or gender;
  • Willingness to travel and to work flexible hours including weekends and evenings, when necessary;
  • Commitment to the underlying objective of assisting the authorities and families of the missing in locating and identifying missing persons in an impartial and transparent manner;
  • Physically and mentally robust with the ability to operate effectively in hostile environments.
