WASH Sanitation Expert, Beirut, Lebanon (4 months' consutancy)

Through the services of the consultant, UNICEF will support the MoEW in implementation of the new innovative strategy through:

• UNICEF direct implementation, or
• WASH Sector partners.

In both cases implementation is foreseen through sub-contracting to the local private sector and in cooperation with local NGO's and relevant local government institutions.

Month 1:

Identify innovative sanitation solutions to treat wastewater generated by and discharged from informal settlements;
Identify cost-effective, innovative, cash flow generating and sustainable interventions to treat and dispose of wastewater and fecal sludge, and improve the overall sanitation infrastructure in IS and surrounding Lebanese communities; taking into account efficiency, level of innovation, and feasibility of the intervention;

Month 2: 

Report which includes: proposed innovative solution validated by the MoEW, MoE and the donor, business case of the identified innovative sanitation solutions, and procedures to be used during the first batch implementation;

Month 3:

Identify the first priority, based on reducing the potential risk of environmental pollution and reducing the operation and maintenance costs of the current practices; Further develop of the selection criteria for the ITSs and communities, which will be serviced through the programme, and identification of 4 locations for the implementation of the first batch; Develop and facilitate a sustainable institutional framework for the implementation, operation and maintenance of the new innovative wastewater solutions based on the development of local companies and organizations;

Month 4:

Develop a joint plan for implementation, operation and maintenance, monitoring and evaluation, based on financial, institutional, environmental, innovation and/or technological and socio-economical aspects for 4 typical locations.

Reporting requirements: Develop 2 technical reports as per timing above.

REQUIREMENTS: 

• Master's  degree in Water and Sanitation, Civil Engineering, Public Health Engineering, Public Health or equivalent;
• At least 8 years engineering experience in wastewater collection and treatment planning, feasibility studies, design, tendering and supervision of construction;
• At least 5 years of both field and management experience in WASH related emergencies and early recovery programs, in both urban and rural areas, at national and international level. Specific involvement (design, implementation, training) in excreta disposal and wastewater re-use design & implementation in a variety of emergency and post-emergency settings;
• Background/familiarity with Emergency (preparedness and response);
• Proven good analytical, communication and facilitation skills;
• At least 2 years work experience in country or region is mandatory.
• Experience in developing innovative WASH solutions

Languages: Oral and written proficiency in English is required. Knowledge of another official UN language or a local language is an asset.
