UNICEF requires the services of an individual consultant to support in the innovation and improvement of the wastewater services in coordination with various ministries.

For Every Child, Access to clean waters...

UNICEF, through its partners, provides 65% of the individuals in all existing Informal Tented Settlements in Lebanon with temporary toilets and regular desludging services. The efficiency and cost effectiveness of this initiative has been questioned and several cases of groundwater pollution from the wastewater produced by the population living in ITSs have been observed. In addition, desludging activities are very expensive and can't be  maintained for a long period. Therefore, UNICEF was requested in 2016 by the Ministry of Energy and Water (MoEW) to find innovative solutions and to propose a strategy on UNICEF's response in providing sanitation and wastewater services in ITSs in close collaboration with the MoEW and the Ministry of Environment (MoE). From November 2016 to January 2017, UNICEF developed a new strategy, which the MoEW endorsed and requested to be implemented.

HOW CAN YOU MAKE A DIFFERENCE?

  • Identify cost-effective, innovative, cash flow generating and sustainable interventions to treat and dispose of wastewater and fecal sludge, and improve the overall sanitation infrastructure in IS and surrounding Lebanese communities; taking into account efficiency, level of innovation, and feasibility of the intervention;
  • The interventions will be selected based on the following:

1) Inclusion of a strong public-private partnership component where host communities extend services in ITS where Syrian refugees reside and surrounding communities, reducing long-term UNICEF operating costs; and

2) Piloting and validating an innovative sanitation technology to reduce UNICEF’s operating expenses and generate cash flow for services providers.

  • Identify the first priority, based on reducing the potential risk of environmental pollution and reducing the operation and maintenance costs of the current practices;
  • Further develop of the selection criteria for the ITSs and communities, which will be serviced through the programme, and identification of 4 locations for the implementation of the first batch;Develop and facilitate a sustainable institutional framework for the implementation, operation and maintenance of the new innovative wastewater solutions based on the development of local companies and organizations.
